RPMD bares Eastern Visayas’ top municipal mayors

After the implementation and release of the nationwide assessment of “Top Government Officials” – which covers the President, Vice President, House Speaker, Senate President and Cabinet members – in terms of their overall performance, RP-Mission and Development Foundation Inc. (RPMD) fulfilled its nationwide survey from September 3-15, 2021, for all mayors, governors and members of the House of Representatives for their overall performance.

In Eastern Visayas, the “Top Municipal Mayors” results showed Mayor Gerard Roger Espina of Naval, Biliran taking the No. 1 spot with 72 percentage points job performance rating, followed by Mayor Manuel Vicente Torres of Kananga, Leyte with 68 percentage mark.

The 3rd spot was achieved by Mayor Imelda Tan of Sogo, Southern Leyte with 66 percentage score, while Mayor Annaliza Gonzales-Kwan of Guiaun, Eastern Samar ranked 4th with 64 percent rating.

The 5th position was obtained by Mayor Eunice Babalcan of Paranas, Samar with 62 percentage votes, followed by Mayor Francisco Rosales Jr. of Catarman, Northern Samar with 60 percent.

The ratings and rankings are greatly dependent on their job performance. The expectations and duties of the mayors are extensive that these encompass several roles, being the local Chief Executive – supervise and implement all policies and programs, projects and services of the local government unit; enforce all laws and ordinances in relation to the governance of the city; and initiate and maximize the generation of resources and revenues and use these for implementing plans.

Most importantly, the mayor is responsible for addressing and responding to the effects of the COVID-19 pandemic.

Those who ranked No. 1 in their respective provinces should be recognized and commended for performing well, said Dr. Paul Martinez, Executive Director of RPMD.

The “RPMD Public Satisfaction Survey” is conducted by RPMD, an independent, non-commissioned nationwide survey and performed per district/city in every region with a total of 10,000 respondents.

Survey respondents were asked: “Do you approve or disapprove of the way [name of Mayor/Governor/District Representative] is handling his/her job as (Mayor/Governor/District Representative)?”
