400cc motorbikes ‘banned’ in expressways

METRO Pacific Tollways South (MPT South), a subsidiary of Metro Pacific Tollways Corporation (MPTC), continues to remind motorists to obey the Limited Access Facility Act (Republic Act 2000), which prohibits the entry of motorcycles with engine displacement less than 400cc in expressways, including the Manila-Cavite Expressway (CAVITEX), its CAVITEX C5 Link Segment, and the Cavite-Laguna Expressway (CALAX).

The public advisory followed an increase in RA (Republic Act) 2000 violations, particularly among below 400cc motorcycles entering the high-speed road network CAVITEX in the first month of the year.

From January 1 to January 31, 2023, a total of 273 motorcycle riders were intervened by the security patrolmen at CAVITEX entry points.

“Motorcycle usage experienced an uptick in 2020 when our country succumbed to the COVID-19 pandemic, and we do recognize the benefits that this development has brought – both in ride-sharing and logistics services,” MPT South said in a statement.

“A reminder to our motorcycle community that CAVITEX and CALAX are declared by the DOTr (Department of Transportation) through their Department Order (D.O.) 2007-15 Designation and Declaration of All Expressways as Limited Access Facilities, and as such will only allow motorcycles 400cc and above. Expressways are high-speed road facilities, and we aim for all our motorists to be safe while using our network of toll roads; we encourage them to follow the signs and speed limits,” said Raul L. Ignacio, president of MPT South.

The toll road company advised below 400cc motorcycle riders to use the “two-wheeler” or “motorcycle mode” when using a GPS navigation app.

This will avoid directing the rider passing through different expressways going to the destination.

“Aside from intensifying our security and traffic operations, we will continue to reach and educate drivers thru our ‘Drayberks’ road safety seminar that will roll out in selected communities of NCR (National Capital Region) and Calabarzon (Cavite, Laguna, Batangas, Rizal, Quezon) this Q1 of 2023,” Ignacio added.

Drayberks, an award-winning social advocacy of MPT South, educates motorists on road safety and instills knowledge on the RA 2000 or Limited Access Facility Act.

Since 2018, Drayberks has continued taping key stakeholders and transport groups to share important reminders to motorists on safety behind wheels.

Apart from under-capacity motorcycles or those below 400cc, RA 2000 also prohibits the entry of tricycles, bicycles, overloaded, oversized, and dilapidated vehicles, and pedestrians on expressways – and violators will be apprehended.
