Remulla to PNP: Have a program in place vs incest rape

JUSTICE Secretary Jesus Crispin Remulla on Friday urged the Philippine National Police Criminal Investigation and Detection Group (PNP-CIDG) to put in place a program that will stop incest rape or “forced sexual activity” in the family.

This, as Remulla noted a rise in the number of incest rape victims and witnesses now under the custody of the Witness Protection Program (WPP) of the government.

Remulla, a former district representative in Cavite, noted that the majority of incest rape cases are being dismissed in courts because “some of the family members have been showing lack of interest to prosecute the culprit being the breadwinner.”

“Sa lahat po ng aming inaalagan na testigo sa witness protection program, mahigit kalahati po dito victim of incestuous rape.”

“Very alarming ang kaso ng incestuous rape sa ating bansa ngunit kaunting-kaunti po ang nahuhuli. Bakit? Sapagkat ito po ay ine-enable ng mga asawa, ng mga tatay, ng mga asawa ng mga salarin. Sapagkat sila po ang breadwinner kapag nagreklamo po ang bata na siya po ay ginagalaw, inaawat po ng nanay at hindi po nakakareklamo ang mga batang ito,” Remulla said.

He also pointed out that an extensive drive against incest can help restore the country’s “dwindling” image as a global hub for illicit sexual activities.

“Kasi ano eh, it already reflects on our society na tayo po ay nagiging capital of ano eh, of cyberporn, o kaya children’s pornography. Kasi pababa nang pababa ang ating pag tingin sa ating kabataan.”

“Kaya isa po itong pakiusap rin sa CIDG sana magkaroon po tayo ng programa tungkol po dito,” Remulla said.
