Marbil orders minor PNP revamp

PHILIPPINE National Police (PNP) chief, General Rommel Francisco D. Marbil on Thursday effected a minor reshuffle of key police posts with the retirement of two star-rank officials.

The top cop named Major Gen. Sidney S. Hernia as the new PNP Director for Personnel and Records Management effective Thursday. Hernia replaced his classmate from Philippine Military Academy ‘Tanglaw-Diwa’ Class of 1992, Maj. Gen. Belli B. Tamayo who retired last April 18.

On the other hand, Brigadier Gen. Ronnie Francis M. Cariaga, a member of PNP Academy ‘Tagapagpatupad’ Class of 1992 replaced Hernia as director of the PNP Anti-Cybercrime Group effective Friday.

Cariaga, chief of the PNP Command Center since March 1, 2022 will be earning his 2nd-star with his new position. He will be retiring from the police force on February 24, 2026.

Brig. Gen. Aligre L. Martinez, a member of PNPA ‘Sandigan’ Class of 1994, was designated as the acting director of the Police Regional Office 11 in Southern Mindanao vice newly-retired Brig. Gen. Alden B. Delvo of PNPA ‘Sandiwa’ Class of 1995.

Aligre, erstwhile Deputy Regional Director for Administration of the PRO4-A in Calabarzon region will be up to a major challenge as he will be assuming the job of tracking down the elusive Kingdom of Jesus Christ spiritual leader Pastor Apollo Quiboloy as well as implementing the suspension order on Davao del Norte Governor Edwin Jubahib.

Tension has been gripping the provincial capitol of Davao del Norte as Jubahib has refused to vacate his office claiming the 50-day suspension order from Malacañang has no basis.

PRO11 officials are also under pressure to arrest Quiboloy who has remained elusive for weeks now. Both Quiboloy and Jubahib are also enjoying the trust and protection of former President Rodrigo Duterte.

A former PNP Special Action Force battalion commander and Southern Police District deputy director for administration, the new Southern Mindanao police director also has to deal with real-time politics in the region which is homebase to FPRRD’s children led by Vice President and Department of Education Secretary Sara Duterte-Carpio and two known FPRRD’s associates, former PNP chief-turned Senator Ronald ‘Bato’ M. dela Rosa and Sen. Bong Go who used to be the former Davao City mayor’s special assistant.

Delvo, a lawyer-general who led the Southern Mindanao police force for more than 13 months, or since March 17, 2023 retired from the police force last Thursday without the PRO11 being able to get Qiuboloy.

However, Gen. Marbil said the PRO11 is helping the National Bureau of Investigation track down the self-proclaimed Son of God.

Colonel Alden T. Lagradante, also of PNPA Class 1995 was designated as the acting chief of the PNP Command Center vice Cariaga. The PCC which is under the PNP Directorate for Operations is a 1-star position.

As of press time, there is still no word on who will be the new PNP Civil Security Group director and new Area Police Command-Western Mindanao deputy director. The APC-WM deputy director, Maj. Gen. Victor Wanchakan of PNPA ‘Tagapagkalinga’ Class of 1991 retired from the force on Friday.
