PNP-IG scores big anew in drive vs terror, criminality

FOURTEEN more wanted terror and crime suspects have been accounted for by the Philippine National Police (PNP) as a result of ‘intelligence packets’ provided by the PNP Intelligence Group (PNP-IG) this month earning the unit commendations from General Benjamin C. Acorda Jr., the Journal Group learned on Sunday.

One of the top targets identified as Fernando Dialogo alias ‘Ka Karen/Jepoy/Enkar,’ tagged as a commanding officer of the Platoon 1/Sentro de Grabidad of the New People’s Army’s Kilusang Larangang Guerilla 1 and a member of the CPP/NPA Bicol Regional Party Committee was killed in a PNP-IG-initiated counter-terror operation in Sorsogon City two Saturdays ago, the PNP-IG reported to the PNP chief.

Known for operating in Sorgoson and other parts of Bicol, the slain suspect is included in the Periodic Status on Report on Threat Groups prior to his killing in a shootout with troops in Bgy. Marinas, Sorsogon City around 7:30 a.m. on Saturday last week.

PNP-IG director, Colonel Romeo J. Macapaz said members of the Regional Intelligence Unit 5, 503rd and 504th Mobile Force Companies of the Police Regional Office 5 (PRO5), Gubat Municipal Police Station and the Army’s 31st Infantry Battalion went to Bgy. Marinas to serve warrants of arrest against Dialogo when they met heavy resistance from the suspects and around 10 other heavily-armed NPA guerrillas.

The ensuing firefight led to the killing of Dialogo who was found armed with a Colt M-16 automatic rifle whose serial numbers 4909378 arevstill being checked by the police with the PNP Firearms and Explosives Office.

Also recovered at the scene of the gunbattle were an ICOM radio with charger, detonating switch, two Molotov cocktails, an ammo bandolier, a backpack containing assorted medical supplies and personal belongings and three water containers.

The PNP-IG said the slain suspect is the subject of warrants of arrest for violation of Republic Act 11479 or the Anti-Terrorism Act of 2020 issued by Judge Valentin Pura Jr. of the Naga City Regional Trial Court Branch 23 in Camarines Sur; a warrant of arrest for homicide issued by Judge Bernardo Jimenez of the Gubat, Sorsogon RTC Branch 54; and a warrant of arrest for five counts of murder issued by Judge Maximino Ables of the Sorsogon City RTC Branch 52.

He is also the subject of another warrant of arrest for illegal possession, manufacture and acquisition of firearms, ammunition and explosives under Presidential Decree 1866 as amended by RA 8294 and RA 9516 and another warrant for violation of RA 9515 and RA 10591 or illegal possession of firearms and explosives, both issued by Judge Jimenez.

The PNP-IG said the slain suspect is wanted for his involvement in the harassment of Army soldiers in Bgy. San Antonio in Barcelona, Sorsogon in 2016; ambush of Army troops in Bgy. San Pascual in Casiguran, Sorsogon in 2016; harassment of Army personnel manning a patrol base in Bgy. Fabrica in Barcelona, Sorsogon in 2015;

Harassment of Army troops stationed in Bgy. Bagong Baryo in Barcelona in 2015; the killing of an Army soldier, an active PNP personnel; and three former NPA rebels identified as Julius Laguidao, one alias ‘Marvin’ and a certain ‘Ka Pua’ in the towns of Barcelona, Gubat and Bulusan in 2016, 2019, 2020 and 2021 respectively.

The PNP-IG also said the slain rebel commander also saw action in at least four other encounters with security forces in Bulusan, Barcelona and Gubat in 2019, 2020 and 2021 which led to the killing of two NPA guerrillas identified only as ‘Ka Victor’ and ‘Ka Len.’

A record check conducted by the PNP-IG showed that Dialogo was a resident of Barangay Lapinig in Bacon District, Sorsogon City who became a commanding officer since 1980 of the NPA’s Sentro de Grabidad, KLG 1, an armed component of the CPP/NPA’s Regional Party Committee in Bicol.

The PNP-IG also announced Sunday the surrender of four members of the slain suspect’s group following talks with local police intelligence officers.

The four were identified as ‘Ka Bukoy Espera/Siete,’34; ‘Ka Rey/Boy,’52; ‘Ka Jayson,’46; and ‘Ka Tinay,’25.’ Two of them are residents of Barcelona while the 3rd is from Casiguran town. The 4th is from Irosin.

The PNP-IG said the four also turned over three M-16 automatic rifles, an M-203 grenade launcher with defaced serial numbers and three M-16 magazines with several live ammunition to the police.

Another NPA in the Barrio member identified only as ‘Ka Ramil’ surrendered to the Regional Intelligence Unit 3, the Army and the local police in Bgy. Pio in Porac, Pampanga last July 20.

The accused also turned over a cal. .38 revolver, a hand grenade and some 134 grams of black powder being used to manufacture improvised explosive device to authorities.

Members of the RIU2 also launched an operation which resulted in the arrest of Romeo Cudal, a known rebel leader in Cagayan Valley during an operation Bgy. Villa Pascua in Diffun, Quirino province last July 15.

The suspect, described as a secretary and training officer of the CPP/NPA Cagayan Valley Regional Committee is the subject of a warrant of arrest for multiple murder issued by the Echague, Isabela Regional Trial Court Branch 24.

He is also the subject of a P750,000 reward offered by the Department of National Defense-Department of Interior and Local Government in 2021.

Members of the RIU5 also were behind the intelligence packet which led to the capture last July 18 of Sulficio Iyaoa alias ‘Ka Darwin,’ a suspected NPA member in Bgy. Tigbao in Milagros, Masbate who is the subject of warrants of arrest for robbery-in-band and illegal possession of firearms and ammunition.

“The surrender of the rebels came after they were convinced by their former colleagues to yield to the government and return to the mainstream of the society,” the PNP-IG reported.

The application papers of those who surrendered for the government’s Enhanced Comprehensive Livelihood Program are already being processed by the police force.

RIU 9 agents also spearheaded the operation which resulted in the capture of Kumtaman Nusaman,61, a former militiaman wanted for robbery with homicide in Bgy. Tumahubong in Sumisip, Basilan last July 13.

No bail was recommended for the temporary liberty of the accused who was also tagged for his involvement in a string of gun attacks on security forces in Sumisip municipality.

Macapaz also announced the arrest of Jerwin Salise, a 19-year old man wanted for three counts of rape, eight counts of sexual assault and acts of lasciviousness, all with no bail recommended by the Trece Martires City RTC Branch 5 during an operation in Tanza, Cavite last July 17; the arrest of Robert Valentino, a resident of Bgy. Caboon in Sta. Maria, Laguna last July 21 who was found in possession of an illegal firearm and ammunition after being identified as a member of a potential private armed group and gun-for-hire ring operating in the province; the capture of Ropert Arma in Tondo, Manila, a man ordered to serve his drug sentence in Manila last July 22; and the arrest of Joseph Arqueza, a resident of Taytay, Palawan wanted for non-bailable cases of statutory rape and is the subject of a P130,000 bounty on his head offered by the DILG.
