SA GITNA ng mga isyu ng katiwalian, ipinakita ng National Bureau of Investigation (NBI) sa ilalim ng pamumuno ni Director Eric Distor ang pagiging seryoso sa pakikipaglaban sa mga iregularidad.

Pinabagong aksyon ng NBI partikular ng kanilang District Office sa Dagupan City ang paghahain ng kaso sa Office of the Ombudsman laban sa 15 identified opisyal ng PhilHealth sa kanilang main office at lima pang opisyal sa Region 1 office sa Dagupan City.

Bukod ito, 18 pang hospital owners o directors sa Region 1 ang ipinagharap ng kaso dahil sa iregular na paggamit ng Interim Reimbursement Mechanism (IRM) para sa COVID-19 cases.

Ayon sa datos, noong March 31, 2020, naglaan ang PhilHealth Board ng P27,022,668,580 at P782,476,917 para sa claims kahit isinasailalim na sila sa imbestigasyon.

Sinabi ni NBI Deputy Director for Regional Operations Service Tony Pagatpat, nagsagawa sila ng masusing imbestigasyon sa mga alegasyon ng malawakang katiwalian at anomalya sa PhilHealth partikular ang iregularidad sa paggamit ng IRM fund ng PhilHealth Regional Office 1 (PRO1) at tinanggap ng 49 na ospital.

Ang IRM ay isang fund mechanism para sa Health Care Institutes (HCI) na maaaring i-avail ng advance fund mula sa PhilHealth.

Kinuwestyon ang paggamit ng IRM dahil sa mga invalid claims partikular sa mga hindi COVID-19 patients.

Ibinatay ang kaso sa Circular 2020-007 noong March 20, 2020 na nilagdaan ni BGen. Ricardo Morales, dating President and CEO of PhilHealth, para sa polisiya sa special privileges sa HCIs.

Partikular na kinuwestyon ang cash advances dahil ipinagbabawal ito ng Commission on Audit, gayundin ang pagbibigay pabor sa mga HCIs para sa distribusyon ng pondo at ang COVID 19 cases fund ay ginamit sa hindi COVID 19 cases.

Sa ginawang ito ng liderato ni NBI Chief Distor, unti-unti nang nagkakaroon ng linaw kung bakit ingat na ingat si Philhealth chiefy Atty. Dante Gierran sa pagbabayad ng multi-billion pisong utang sa lahat ng hospital.

Alam kasi ni Gierran, bilang dating NBI chief at CPA lawyer, na may anomalya sa ilang transakiyon ng ilang hospital para pagpasasaan ang pondo ng taumbayan.

Ang maganda rito, hindi nagpapa-pressure si Gierran sa alinmang pambabarako ng ilang hospital owners dahil alam nito na sa tulong ng mga dating kasamahan sa NBI ay mahuhubaran nila ng maskara ang mga mafia sa Philhealth.

Sa puntong ito, nais nating saluduhan ang pamunuan ni Gierran sa Philhealth, gayundin ang liderato nina NBI Chief Distor at Atty. Pagatpat. Ang ginagawa ninyo ngayon ay malaking pagsalba sa pamahalaang Duterte na sa ayaw natin at sa gusto ay nabubugbog sila ng intriga dahil naman sa umano’y multibillion-pisong pondo na ginagamit ngayong panahon ng pandemya.
