HUMIGIT-kumulang 2.2 milyon pang plastic card ang ihahatid sa Land Transportation Office (LTO) sa Mayo.

Sinabi ni Department of Transportation (DOTr) Secretary Jaime J. Bautista na sapat na ang mga ito upang paliitin ang backlog gap ng plastic-printed driver’s lisensya.

Noong Miyerkules, March 27, nagtungo si Secretary Bautista sa LTO Central Office sa Quezon City upang siyasatin ang isang milyong plastic card na na-deliver noong Lunes, March 25, matapos alisin ng Court of Appeals (CA) ang injunction order sa paghahatid ng natitirang 3.2 milyong mga plastic card.

“After 45 days after the delivery of the one million, there will be around 2.2 million more plastic cards that will be delivered. So this will be enough to address the backlog on driver’s license,” ani Secretary Bautista sa kanyang inspeksyon.

Aniya, ang mga na-deliver na plastic card ay susuriin pa rin ng mga eksperto mula sa Department of Science and Technology (DOST) para malaman kung ang mga na-deliver ay sumunod sa terms of reference ng kontrata, partikular sa aspeto ng security features.

“We also want the DOST to check if these plastic cards would last up to 10 years because as you all know, 10 years na maximum validity ng ating mga driver’s license,” saad ni Secretary Bautista.

Sa oras na ma-clear na ng DOST inspection ang mga nai-deliver na plastic card, sinabi ni Secretary Bautista na agad itong ida-download sa mga regional offices para sa pagsisimula ng pagproseso at pag-claim sa April 15.

Pinuri rin ni Secretary Bautista ang pagsisikap ng LTO sa pamumuno ni Assistant Secretary Atty. Vigor D. Mendoza II sa patuloy na pakikipag-ugnayan sa Office of the Solicitor General sa pagbubuo ng matitinding argumento na kalaunan ay humantong sa pag-alis ng Writ of Preliminary Injunction sa paghahatid ng natitirang 3.2 milyong hindi naihatid na plastic card mula sa Banner Plastic, Inc.

Sa utos nito, binigyang-diin ng Court of Appeals na ang Quezon City Regional Trial Court na naglabas ng injunction order ay hindi dapat umanong nauna sa kasong isinampa ng natalo na bidder dahil hindi nasunod ang administrative process of appeal nang agad itong nagsampa ng kaso sa korte.

“The decision of the Court of Appeals only vindicated the decision of our Bids and Awards Committee. And we in the DOTr are elated that the Associate Justices of the Court of Appeals agreed with the arguments we raised,” saad ni Secretary Bautista.

Sa panig ni LTO officer-in-charge Roque Verzosa III, ay nag-ulat kay Secretary Bautista na nasunod na nila ang tagubilin ni Assec Mendoza na tapusin ang schedule ng renewal ng driver’s license.

“Natapos natin ang schedule of renewal a day after the delivery of these plastic cards. The intention here is to ensure orderly processing and claiming of plastic-printed driver’s licenses in all our offices,” ayon kay OIC Verzosa.

Sinabi naman ni Secretary Bautista na sigurado na ang paghahatid ng natitirang dalawang milyong plastic card at dapat sundin ang kanyang direktiba na agad itong i-download sa mga tanggapan ng LTO sa buong bansa.

“Napakatagal na ang pinag-hintay ng ating mga kababayan kaya nararapat lamang na maibigay ito sa kanila sa lalong madaling panahon. We apologize to all our affected kababayan for this particular inconvenience and we assure that we are doing everything to address the backlog and to prevent the repeat of this incident,” saad ni Secretary Bautista.
