Castelo tinutukan ‘no contact policy’ sa QC

PINALAGAN ni Quezon City Councilor Winnie Castelo ang panukalang ordinansa na magpapatupad ng no-contact apprehension program para sa mga lalabag sa batas trapiko sa Quezon City sa panahon ng pandemya.

“In principle, I agree with the program and its objectives, but it should be implemented in normal times, not during this time of crisis when our people are suffering from almost two years of pandemic,” ani Castelo, kasapi ng Lakas-Christian Muslim Democrats (CMD) na pinamumunuan ni House Majority Leader and Leyte 1st District Rep. Martin G. Romualdez.

Ipinaliwanag ni Castelo na magdudulot lamang ang panukala ng panibagong dagok sa kabuhayan ng PUV drivers at ordinaryong car owners lalo na ang mga taga-Quezon City na patuloy na naghihirap sa pandemya.

Ipinanukala ni Castelo na gamitin na lamang ang manpower, resources at logistics ng Department of Order and Public Safety na mayroong milyun-milyong pisong badyet para ipatupad ang disiplina sa batas trapiko.

Sinabi ni Castelo na masyado ring mataas ang inirekomendang P2,000 na multa sa mga lalabag sa gitna ng paghihirap ng mga tao dahil sa coronavirus disease-19 (COVID-19) pandemic.

“The system is also outdated because it only captures the vehicle’s license plates and the violation ticket is sent to the vehicle’s registered owner and not the actual violator, the driver or whoever is in possession of the vehicle at the time. This would be unfair and inconvenient to registered owners because they cannot register their vehicles without paying the fines,” pagtatapos ni Castelo.
