Survey bares top performing lawmakers in Davao Region

A CONGRESSMAN is the top performer among Davao Region’s representatives in Congress according to a survey done by an independent polling firm.

Davao City 1st District Representative Paolo “Pulong” Duterte, who got 81.3 percent of the vote from respondents polled by the RP-Mission Development Foundation Inc. (RPMD), was joined by Davao de Oro 1st District Rep. Maria Carmen Zamora in the first-place ranking.

The RPMD’s House of Representatives Public Satisfaction survey in the Davao Region formed part of its national “Boses ng Bayan” survey conducted from February 25-March 8, 2023 in every legislative district, with a total of 10,000 respondents who are registered voters.

According to RPMD, its survey evaluated the effectiveness of Davao Region’s district representatives based on three critical parameters: district representation, legislation, and constituent service.

“Overall, assessing district representatives based on these parameters comprehensively evaluates their performance and ability to serve their constituents effectively. It highlights the importance of the representative’s role in addressing the needs and concerns of their constituents, passing meaningful legislation, and providing quality constituent service,” said Dr. Paul Martinez of RPMD.

Duterte, who is serving his second term in the House of Representatives, has filed a total of 141 bills so far in the 19th Congress of which at least two have been passed into law. Senior citizens, persons with disabilities, students, displaced workers, calamity victims and indigent families and individuals are among the beneficiaries of Duterte’s programs and projects in Davao City’s 1st District.

The survey covering the Davao Region also showed Davao City 3rd District Rep. Isidro Ungab in second place with 77.6 percent, and Davao Occidental Lone District Rep. Claude Bautista in third with 73.5 percent.

Davao del Norte 1st District Rep. Pantaleon Alvarez with 70.9 percent, Davao Oriental 2nd District Rep. Cheeno Miguel Almario with 70.5 percent and Davao del Sur Lone District Rep. John Tracy Cagas with 70.3 percent shared fourth-place ranking in the survey.

They were followed by Davao Oriental 1st District Rep. Nelson Dayanghirang with 68.2 percent, Davao City 2nd District Rep. Vincent Garcia (67.4 percent), and Davao del Norte 2nd District Rep. Alan Dujali, who were all tied for fifth place. Davao de Oro 2nd District Rep. Ruwel Peter Gonzaga took sixth place with 65.3 percent of the vote.

“It is crucial to assess the performance of district representatives regularly, as they play a vital role in ensuring that the needs and concerns of their constituents are addressed. By evaluating their performance, we can determine if they are fulfilling their duties and responsibilities to the best of their abilities,” said Martinez.

“In conclusion, regular assessments of district representatives’ performance are essential to ensure they are effectively fulfilling their obligations,” he added.
