NASA P10 milyong halaga ng mga puslit na red onions na nakatago sa isang shipment ng ice cream mula sa China ang nakumpiska ng mga tauhan ng Bureau of Customs (BOC) at Manila International Port (MICP).

Alinsunod sa anti-smuggling drive ng BOC, pinangunahan ng Customs Intelligence and Investigation Service (CIIS) ng MICP ang operasyong isinagawa nitong Lunes, Hunyo 28, kung saan nakumpiska ang dalawang shipment na naka-consigned sa E. Austero Merchandising. Ang mga shipment ay mula sa China at idineklarang naglalaman ng ice cream sticks.

Ayon kay Alvin Enciso, hepe ng CIIS-MICP, umaksiyon sila sa “derogatory information” kaya’t humiling sila para sa issuance ng alert orders (AO) para sa dalawang containers.

“When we received information like this, we take action immediately because time is of the essence here. We want to see and examine the shipments as soon as the containers arrive so we know what requests we need to make to further investigate the shipments,” aniya pa.

Tulad rin ng ginawa sa lahat ng iba pang shipment na ininspeksiyon ng CIIS-MICP noong mga nakalipas na panahon, ang 100% physical examination sa mga containers na isinagawa ng examiners ng Section 1 ng Formal Entry Division ng MICP ay sinaksihan ng mga miyembro ng CIIS, Enforcement and Security Service (ESS) at ni MICP District Collector Romeo Allan R. Rosales.

Lumitaw sa eksaminasyon na ang mga red onions ay nakatago sa loob ng ice cream containers, na idineklarang naglalaman ng 204 karton ng Aice Chocolate Crispy Vanilla and Milk-Coated with Two Layers of Chocolate, 167 karton ng Aice Chocolate Cup, 213 karton ng Aice Chocolate-Iced Milk with Chocolate Milk-Flavored Ice Cream Stick with Chocolate, at iba pang uri nito.

Sinabi ni Enciso na ang mga kahon na may tatak bilang ice cream sticks ay inilagay sa threshold ng container upang maitago ang presensiya ng mga sibuyas sa sloob nito habang ang ibang sibuyas naman ay itinago mismo sa loob ng mga kahon ng ice cream.

Nag-isyu naman kaagad ang BOC ng Warrant of Seizure and Detention (WSD) laban sa shipment dahil sa paglabag sa Section 1113, sa ilalim ng Section 1400 ng Republic Act 10863, o ang Customs Modernization and Tariff Act (CMTA).

Ani Enciso, bukod sa misdeclaration ng shipment, ang consignee ay wala ring permits mula sa Bureau of Plants and Industry (BPI) upang magpasok ng tulad na food items na ito sa bansa.

Gaya ni Enciso, sinabi ni Rosales na ang port ay committed na mahadlangan ang pagpasok ng illegal agricultural goods, partikular na ang mga para sa human consumption at mga walang kaukulang permits, upang matiyak ang kaligtasan ng mga naturang items.

Bukod sa anti-smuggling drive ng ahensiya, nais rin ni Customs Commissioner Rey Leonardo B. Guerrero na gawing prayoridad ang food security sa bansa sa pamamagitan nang pagpigil sa importasyon ng illegal food items.

“When you are trying to stop illegal smuggling, there is no small or big item. Everything that enters our ports—from cars, medicines to onions—must follow the proper procedure. You cannot stop smuggling if you are going to exempt what others might think are simple, harmless items,” anang Customs chief.

“If you look at them differently, this problem will never end. In my eyes, they are all the same. What’s illegal is illegal,” aniya pa.
