AGOO, La Union – Stefanie Ann Eriguel-Calongcagon formally took her oath of office as the mayor of Agoo, La Union, on July 5, 2022.

This marks Eriguel-Calongcagon’s third term as chief executive of Agoo, a first-class municipality with more than 60,000 residents in the second district of La Union.

The Municipal Board of Canvassers of Agoo proclaimed Stefanie Ann Eriguel-Calongcagon, who garnered 16,603 votes, as the duly-elected municipal mayor of Agoo, following the disqualification of her rival Frank Ong Sibuma on a material misrepresentation of his certificate of candidacy (COC).

The Commission on Elections (Comelec) Special Second Division canceled Sibuma’s candidacy after a petitioner questioned his residency as early as November 2021.

Material misrepresentation in a COC is an election offense under Section 262 in relation to Section 74 of the Omnibus Election Code.

Under Section 39(a) of Republic Act No. 7190, an elective local official must be a resident for at least one year immediately preceding the day of the election.

The Comelec Special Second Division issued a writ of execution ordering the Municipal Board of Canvassers of Agoo to reconvene at the Session Hall of Comelec’s head office at Palacio del Gobernador in Intramuros, Manila, on July 5 to amend or correct the certificate of canvass of votes and proclaim Eriguel as the duly-elected mayor.

The writ of execution enforces Comelec Resolution 10722, which canceled the certificate of candidacy of Sibuma.

The Second Division said because of the respondent’s non-filing of a motion for reconsideration within the five-day reglementary period, it issued a certificate declaring the resolution final and executory on May 24, 2022.
