SUV driver in Mandaluyong ‘hit-and-run’ surrenders

PHILIPPINE National Police Officer-in-Charge (PNP-OIC) Lieutenant General Vicente D. Danao Jr. on Wednesday announced the surrender of the SUV (sports utility vehicle) driver that figured in a viral hit-and-run incident in Mandaluyong City.

The suspect, identified as Jose Antonio Sanvicente, apologized for the incident and to his victim, security guard Christian Joseph Floralde and said he will accept the consequence of his acts.

Accompanied by family members and a lawyer, the suspect also surrendered his SUV to Camp Crame authorities. The PNP Highway Patrol Group will take custody of the motor vehicle.

Before he yielded to Lt. Gen. Danao, the Land Transportation Office (LTO) had already revoked his driver’s license, who twice “ignored” LTO summons for him to air his side regarding the viral incident.

It also turned out that the accused had been involved in other road infractions since 2010, prompting the Department of Justice (DOJ) to issue a hold departure order on him to prevent the latter from leaving the country.

On Monday, Lt. Gen. Danao warned the accused to face the charges against him, or he would find himself the subject of a massive manhunt once the court issued a warrant for his arrest.

The suspect is now facing charges of frustrated murder and abandonment of a road accident victim in the aftermath of the June 5 incident in Mandaluyong, wherein his video was shown running over the security guard.

The SUV driver is also “perpetually disqualified” from getting another driver’s license and driving a motor vehicle.

Meanwhile, the Bureau of Immigration (BI) announced that it has received an order from the Department of Justice (DOJ) to monitor the suspect if he “tries” to leave the country.

The Immigration Lookout Bulletin Order (ILBO) issued by the DOJ referenced the request of Mandaluyong Assistant City Prosecutor Jofre Z. Andrion, requesting a lookout bulletin for the suspect.

According to BI Commissioner Jaime Morente, there is “information” that the suspect may attempt to leave the country, so he ordered the immediate inclusion of the SUV driver’s name in BI’s system.

“The alert has been encoded in our system and will allow our officers to monitor his travel if encountered in any airport or seaport nationwide,” said Morente.

However, he clarified that the ILBO will not legally bar the suspect’s travel.

“The ILBO is for monitoring purposes only, and it orders the Bureau to be on the lookout for the subject,” said Morente.

“If encountered, the BI is instructed to coordinate with the National Prosecution Service, the DOJ, and the Office of the City Prosecutor of Mandaluyong City to determine the appropriate action to be taken thereafter,” he added. By Alfred Dalizon and Jun I. Legaspi
