AS one of the world’s major manpower exporters, impoverished Philippines ought to improve the quality of its college and technical-vocational (tech-voc) school graduates.

And like other well-meaning Filipinos, we cannot overemphasize the importance of maintaining our standing as a principal source of high-quality skilled and unskilled workers.

Note that foreign employers, including owners and skippers of ocean-going vessels, prefer to hire Pinoys because of their sterling qualities and their ability to speak the English language.

But, admittedly, there’s a need to further improve the quality of our college and tech-voc graduates.

Ler’s prepare our poverty-stricken country and the younger generation of Filipinos in the highly-competitive world of business and other fields of endeavor.

To improve the quality of our skilled and unskilled workers, we should first develop world-class professors, teachers and instructors, according to former migrant workers.

Thus, we commend a lawmaker for filing a bill in the House of Representatives seeking to raise the budget for the in-service training of public school teachers.

The congressman wants to raise the amount from P746 million to a staggering P1.5 billion.

Quezon City Rep. Marvin Rillo said the amount will be used to reinforce the competencies of state-employed teachers to deliver lessons in English, Mathematics and Science.

The two-chamber Congress – the Senate and House of Representatives – has been allocating an average of P746 a year in the national budget for the training of teachers.

We, thus, support the move of Congressman Rillo to double the amount to P1.5 billion.
