Maranan: From ‘warrior’ to PNP mouthpiece

SIPPING his favorite tea while reading the daily Philippine National Police news clippings to get a glimpse of what is happening in the country, PNP Public Information Office chief, Colonel Redrico ‘Red’ A. Maranan says he is slowly adjusting to his job a after being given the post by General Rodolfo S. Azurin Jr.

“It’s still a matter of making some adjustments for me particularly when it comes to seeking the help and support of all police units in dishing out timely and accurate information to the public,” the member of PNP Academy ‘Patnubay’ Class of 1995 told the Journal Group.

Literally not seeing any red, the soon-to-be Police Brigadier General last October 12 became the 36th chief of the PNP-PIO, formerly known as the official mouthpiece and publicist of the force on public information matters involving internal security and general peace and order and accomplishments. He will be retiring on June 7, 2029.

The 49-year old official replaced Brig. Gen. Roderick Augustus B. Alba who is now the Police Regional Office 7 director in Central Visayas.

Shortly after assuming his post, Maranan admitted his has a large shoe to fill in knowing the programs and legacy left by Brig. Gen. Alba at the PNP-PIO. However, he expressed confidence he could do the job well with the support of his staff and the help and cooperation of the media.

“As the new head of this office, let me assure you that my plans and programs will not only enhance the effectiveness of this office but also of the whole organization. I vow to ensure the highest degree of integrity and capability of our office to relay factual and timely issues for us to make the public aware with the evolving issues that affects our organization and our country,” he said as he thanked Gen. Azurin for entrusting him the vital position.

The PNPA Class 1995 member has been ordered by Gen. Azurin to sustain the PNP public information programs with utmost transparency and public accountability. To do the job, Maranan said he is bent on ensuring that the media and the public will be given all the right information while promoting public information consciousness among their officers and men.

A known well-rounded officer, Maranan, right after graduation from the PNPA was assigned to Bicol region along with his classmate and now PNP-PIO deputy chief, Col. Radel DL Ramos.

The two were young PNPA Lieutenants when they were stationed in Bicol. Maranan and Ramos actually stayed in Masbate province where they helped fought criminality and New People’s Army insurgency before the former was designated as an Aide-de-Camp to then PNP Deputy Chief for Operations, Deputy Director General Romeo Peña who passed away due to a lingering illness in August 2001.

Peña would be forever remembered as the official who composed the PNP hymn called ‘Lingkod ng Bayan.’

Maranan has been described as ‘a man of character and well-rounded leader,’ his skills acquired through his various assignments in the police force.

His vast experience in police work has honed his skills as an exemplary officer and his love and passion for public service did not stop when he graduated from PNPA in 1995 with a degree of Bachelor of Science in Public Safety.

He steadily rose on the ladder of leadership and designated in major command positions in the PNP such as director of the Pangasinan Police Provincial Office , Group Director of the PNP Intelligence Training Group, Chief of Police in the cities of Bacoor and Imus in Cavite, Intelligence Officer of the Cavite PPO, Chief of Staff of PNP Drug Enforcement Group, and later, the Chief District Directorial Staff and eventually, Deputy District Director for Operations of the Quezon City Police District.

Maranan is known for his impeccable leadership qualities apart from being a graduate of many tough schoolings here and abroad. They include a National Bureau of Investigation (NBI) Agent Investigation Course; a Hostage Negotiation Course sponsored by the United States Federal Bureau of Investigation and courses in Counter Terrorism, Chemical, Biological, Radiological, and Nuclear Explosives (CBRNE) and Airport Physical Security Course under the auspices of the U.S Department of Homeland Security.

He was promoted meritoriously to the rank of Police Chief Inspector (Major) and is a recipient so far of more than 100 PNP medals including the PNP Heroism Medal and PNP Distinguished Service Medal,.

He is also a PNPA Alumni Association Hall of Fame Awardee having received the PNPA Outstanding Alumnus Award in 1998, 2002 and 2011. As Pangasinan police director, he got a Silver Eagle Award from the PNP and became the Best Senior Police Commissioned Officer for Administration , with the Pangasinan PPO becoming the Best Provincial Police Office during the 119th Police Service Anniversary of the Police Regional Office 1.

He was also the QCPD Best Senior Police Commissioned Officer for Administration and Best Senior PCO for Administration of the National Capital Regional Police Office this year.

Maranan graduated Cum Laude and awarded as Best in Oral Revalida when he finished his Masters in Business Administration at the Wesleyan University. He got his 2nd Master’s degree in Public Management Major in Development and Security at Development Academy of the Philippines where he became the class president.

Likewise, he topped a Course Director’s Training and Public Safety Officers Advance Course, (PSOAC) and was the Class President of his Public Safety Officer Senior Executive Course (PSOSEC) in 2016.

A 2-time Outstanding Policeman Awardee of the Rotary Club of Cebu City in 1999 and 2001, he also received an award as the Outstanding Policeman of Cavite from the La Salle University.

Maranan is happily married to the former Miss Ebeneza Lahayan Morrok. The couple have been blessed with three children namely, Eran, Sophia, and Reduard.

The Batangas native on record became the 36th PNP-PIO chief since 1991, the first being the late Gen. Reynaldo Wycoco of Philippine Military Academy Class 1968. Wycoco became a PNP Deputy Chief for Administration and later director of the National Bureau of Investigation.

So far, the PNP-PIO has produced four generals who eventually headed the PNP namely Generals Arturo C. Lomibao, Nicanor A. Bartolome, Leonardo A. Espina and Dionardo B. Carlos.
