Malampaya Onshore Gas Plant achieves 22-year Goal Zero safety record

PRIME Energy Resources Development B.V. (Prime Energy) marked 22 years of “Goal Zero” at the Malampaya Onshore Gas Plant (MOGP) on September 29, 2023, setting a high bar for safety excellence in the industry.

This achievement signifies more than two decades of continuous operations with no harm to people (employees, contractors, or visitors), the community, or the environment, and no significant process safety incidents.

This is the MOGP’s first Goal Zero milestone under Prime Energy.

“This achievement sets a precedent for our unyielding commitment to our core values of safety, honesty, integrity, respect, value creation, and tenacity. It underscores not only our dedication to these principles but also our responsibilities as an energy provider, assuring our stakeholders of our utmost commitment to excellence in all we do,” said Donnabel Cruz, managing director and General Manager of Prime Energy.

In February 2023, with diligent planning and efficient execution, Prime Energy completed the scheduled maintenance shutdown of Malampaya for both its offshore platform and onshore gas plant on time and with zero recorded incidents.

Prime Energy’s commitment to safety leadership, open communication, and a robust health, safety, security, and environment (HSSE) culture has been instrumental in reaching this milestone.

The Goal Zero accomplishment reflects the strong foundation on HSSE and the deep-seated commitment to care for one another, which is evidenced by the continued implementation of safety practices and sharing of HSSE learnings across all sites.

Another key factor in maintaining Goal Zero performance is the organization’s strong shared commitment to HSSE with its contractor partners, reinforcing its safety culture across staff and contractors, ensuring that safety incidents are reviewed, learnings are shared, and safe acts are recognized.

Additionally, Prime Energy hosts an annual Safety Day, an event welcoming all employees, partners, contractors, and vendors, to further reinforce its continued commitment to high standards of HSSE.

Safety leaders across the sites regularly conduct and participate in HSSE-focused huddles to provide an avenue for people to share updates on incidents, issues, concerns, and learnings, perpetuating a safety-first mindset within the workforce.

Furthermore, the implementation of Safety Observation Cards (SOC) for all plant visitors, including employees and contractors, allows for the documentation of potentially unsafe situations and actions.

This encourages employees to be proactive in mitigating risks and avoiding hazards, fostering agility and self-reliance should the need for it arises.

Across Malampaya, people are empowered to voice out dilemmas and intervene in the name of safety – all in the spirit of Care, or Malasakit.

The Malampaya project is a collaborative effort between the private sector and the Philippine national government, spearheaded by the Department of Energy (DOE).

Prime Energy, representing joint venture partners Udenna Corporation and the Philippine National Oil Company-Exploration Corporation, is responsible for its development and operation.
