THE Land Transportation Office (LTO) has issued “show cause orders” (SCOs) against the people involved in two road accidents that transpired on two separate dates in Parañaque City.

The SCOs were issued by Atty. Clarence Guinto, Acting Director of the LTO Law Enforcement Service and Regional Director of the LTO-National Capital Region (LTO-NCR), against the drivers and motor vehicle owners.

The first show cause order was issued against the owner and driver of a sports utility vehicle (SUV) that allegedly sideswiped and caused serious physical injuries to a street sweeper and later died last September 24, 2022, along Elizalde Avenue corner Aguirre Avenue, Bgy. BF Homes, Parañaque City.

The second order was issued against the driver and the vehicle’s owner in the hit-and-run incident involving two children who were walking along Bodoni St. corner Extra St., 4th Estate, Bgy. San Antonio, Parañaque City last September 20, 2022. The incident resulted in the death of a three-year-old child while her companion sustained injuries.

The LTO strongly condemns the two Parañaque City road accidents.

“The LTO is appalled by the seeming callousness and recklessness of some drivers plying our roads today. The Agency, therefore, condemns in the strongest possible terms the actions of these drivers, who apparently showed indifference and were seen to be adamant in denying any wrongdoing on their part,” LTO Chief Assistant Secretary Teofilo Guadiz III, who is a long-time advocate of road safety, said.

“Are our streets already this dangerous? Is it because of the presence of ill-disciplined drivers who seem to have utter disregard [for] our traffic laws that were placed for the safety of both drivers and pedestrians? How many lives, particularly that of children, will be placed in danger because of these perennial road safety violators,” Guadiz added.

“I believe it is about time we revisit our current laws on road safety and the penalties accorded thereto to give it more teeth in order to weed out these ‘bad egg’ drivers,” he pointed out.

The respondents were directed to appear at the LTO-NCR office in Quezon City to explain why their motor vehicle registration and driver’s license should not be suspended and/or revoked for alleged violation of traffic laws such as “Improper Person to Operate a Motor Vehicle, Reckless Driving, Abandonment of Victim”, and other traffic laws, rules, and regulations.

The LTO chief said that they will see to it that these drivers, once proven “guilty” of their misdeeds, will not be allowed to apply for a driver’s license anymore, much more drive a motor vehicle.
