House Speaker Velasco nanguna sa HOR Public Satisfaction Survey

Matapos ang matagumpay na implementasyon at paglalabas ng nationwide assessment ng City Mayors at Governors hinggil sa kanilang overall performances, isinagawa naman ng RP-Mission and Development Foundation Inc. (RPMD) ang kanilang nationwide survey sa lahat ng House of Representatives-District Representatives para sa kanilang overall performance.

Nabatid na si House Speaker Lord Allan Velasco (Marinduque, Lone District) na may 85 percent job performance rating ang nanguna bilang Top District Representative in the Philippines.

Pumangalawa naman si Cong. Ronnie B. Zamora (San Juan City, Lone District) na may 80 percent mark; pangatlo si Cong. Pablo John F. Garcia (Cebu, 3rd District) na may 78 percent score; pang-apat si Cong. Michaela S. Violago (Nueva Ecija, 2nd District), na may 74 percent rating at panglima si Cong. Kristine Singson-Meehan (Ilocos Sur, 2nd District) na may 70 percent vote.

Pang-anim si Majority Floor Leader Cong. Ferdinand Martin Romualdez (Leyte, 1st District) na may 68 percent; sumunod sina Cong. Rufus B. Rodriguez (Cagayan de Oro City, 2nd District) na may 67 percent rating at pumangpito; Cong. Paolo Z. Duterte (Davao City, 1st District) na may 65 percent at naging pangwalo; Cong. Evelina G. Escudero (Sorsogon, 1st District) na may 64 percent rating na nasa ikasiyam na puwesto at pang-sampu si Cong. Rogelio D. Pacquiao (Sarangani, Lone District) na may 62 percent.

Sa NCR, si Cong. Ronnie Zamora (San Juan City, Lone District) ang nangungunang congressman na may 80 percent rating, pangalawa si Cong. Camille A. Villar (Las Piñas, Lone District) na may 71 percent rating; pangatlo si Cong. Allan Peter S. Cayetano (Taguig-Pateros, 1st District) na may 70 percent rating; pang-apat si Cong. John Reynald M. Tiangco (Navotas, 1st District) na may 68 percent rating at panglima si Cong. Jose Christopher Y. Belmonte (Quezon City, 6th District) na may 67 percent rating.

Bilang karagdagan, si Cong. Dale R. Malapitan (Caloocan City, 1st District) ang naging pang-anim sa nakuhang 65 percent rating; pangpito si Cong. Ruffy B. Biazon (Muntinlupa City, Lone District) na may 64 percent rating; pangwalo si Cong. Eric M. Martinez (Valenzuela City, 2nd District) sa 62 percent rating; pangsiyam si Cong. Joy Myra S. Tambunting (Parañaque City, 2nd District) na may 61 percent rating habang pang-sampu si Cong. Stella Luz A. Quimbo (Marikina City, 2nd District) na may 60 percent rating.

Ang naturang Top 10 Congressmen/Congresswomen in the Philippines ang Number 1 distinguished performers sa kanilang rehiyon, ang iba pang reputed performers sa kani-kanilang rehiyon ay ang mga sumusunod – para sa Region 2 (Cagayan Valley) ay si Cong. Antonio T. Albano na may 61 percent rating; Region IV-A (Calabarzon) Cong. Abraham Tolentino na may 60 percent; Region VI (Western Visayas) Cong. Lorenz R. Defensor na may 59 percent; Region IX (Zamboanga Peninsula) Cong. Isagani S. Amatong na may 57 percent; Caraga Region (Caraga Administrative Region) Cong. Johnny Ty Pimentel na may 55 percent; Cordillera Administrative Region (CAR) Cong. Mark O. Go na may 54 percent at Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) Cong. Mujiv S. Hataman na may 53 percent.

“The ratings and rankings are greatly dependent on their job performances. The expectations and duties of the Members of Congress are extensive that encompasses several roles ‘representation’, ‘legislation’, and ‘constituent service’ — it is noteworthy to commend them for performing well in their districts, esp. those who ranked no. 1 in their respective regions as they were rated above 50 percent, no one failed. The Top 10 Congressmen/Congresswomen of the Philippines should be recognized for their outstanding performance, including the House Speaker,” ayon kay Dr. Paul Martinez, Executive Director ng RPMD.

Ang “House of Representatives Public Satisfaction Survey” na idinaos ng RP-Mission and Development Foundation Inc., ay isang independent, non-commissioned nationwide survey at isinagawa kada distrito sa bawat rehiyon.

May kabuuan itong 10,000 respondents na tinanong ng, “Do you approve or disapprove of the way [name of District Representative] is handling his/her job as Congressman/ Congresswoman?”

Ang bawat District Representative ay in-assessed ng kanilang sariling constituents at iniranggo base sa kanilang ratings na natanggap.

“Those who ranked no.1 in their region based on over-all performance will be ranked nationally based on their rating along with other top performers,” ani Dr. Martinez.
