Azurin cites top performing PROs in 2022

PHILIPPINE National Police (PNP) Chief General Rodolfo S. Azurin Jr. on Tuesday congratulated the top performing Police Regional Offices (PROs) in 2022 led by the Bicol and Calabarzon (Cavite, Laguna, Batangas, Rizal, Quezon) police offices.

This is as the PNP National Headquarters released the results of the “Unit Performance Evaluation Rating” or UPER of all 17 PROs nationwide in 2022.

The PRO 5 in the Bicol region, headed by Brigadier Gen. Rudolph B. Dimas, recorded the highest ratings for October (96.42%), August (96.35%), January (95.68%), and February (95%).

The PRO 5 which supervises all peacekeeping operations and fully enforces all pertinent laws in the provinces of Albay, Camarines Norte, Camarines Sur, Sorsogon, and the island provinces of Catanduanes and Masbate, emerged as the “no. 1” in the PNP UPER in 2022.

The PRO 4-A in Calabarzon region under Brig. Gen. Jose Melencio C. Nartatez Jr. recorded the highest ratings for UPER 2022 for November (97.21%) and December (98.21%), and March (94.86%).

The PRO4-A has jurisdiction over the provinces of Cavite, Laguna, Batangas, Rizal, and Quezon.

On the other hand, the Police Regional Office-Cordillera (PROCOR), now under Brig. Gen. Mafelino A. Bazar recorded the highest ratings for June (97.05), July (96.53%), April (95.69%), and May (95.59%).

PROCOR supervises peace and order in the provinces of Abra, Apayao, Benguet, Ifugao, Kalinga, Mountain Province, and Apayao, and the chartered City of Baguio, known as the “summer capital of the Philippines.”

The PRO 4-B in Mimaropa (Mindoro Oriental, Mindoro Occidental, Marinduque, Romblon, and Palawan) region under Brig. Gen. Sydney S. Hernia recorded the highest ratings for July (96.53%) and September 2022 (96.50%).

Azurin congratulated all the PROs that topped the performance evaluation and urged the others to catch up and push the “extra effort” to be able to maintain the positive outlook of the public on the PNP.

The monthly UPER parameters include measuring the implementation of discipline, law and order; conduct of recruitment and selection process; ensuring personnel morale and welfare; human resource actions on placement and promotion; management of personnel and records; and personnel plans and policies, said PNP Public Information Office chief, Col. Redrico A. Maranan.
