DAAN-daan libong magsasaka ang puwede nang magkakaroon ng dagdag na puhunan para sa kanilang mga pangangailangan sa pagsasabatas ng Republic Act (RA) No. 11953 o ang New Agrarian Emancipation Act na bumubura sa P57.56 bilyong utang ng mga agrarian reform beneficiaries (ARBs).
Sinabi ni Speaker Ferdinand Martin G. Romualdez na mahigit 600,000 ARBs ang maaari nang tumutok sa kanilang mga buhay at magtrabaho para matupad ang mga pangarap at adhikain ng kanilang pamilya matapos pirmahan ang RA 11953.
“Before, our farmers have been restrained by the crippling thought of losing the land they till to huge and unpaid debts.
They can now put all of their efforts into cultivating their lands and providing for their families’ needs instead of being immobilized by debt,” ani Speaker Romualdez.
“This is why I am proud to be a part of the 19th Congress that crafted and passed the New Agrarian Emancipation Act.
It is indeed a ‘legacy legislation’ that will benefit not only the beneficiaries of the agrarian reform program but their families, their communities and the whole nation as well,” dagdag pa nito.
Pinirmahan ni Pangulong Ferdinand R. Marcos Jr. ang RA 11953 kamakailan upang burahin ang P57.56 bilyong halaga ng utang ng 610,054 ARBs na nagsasaka ng 1.173 milyong hektarya ng taniman na kanilang nakuha mula sa Comprehensive Agrarian Reform Program (CARP).
“They can now dream big and persevere for the sake of their families. They have been spared from having to contend with indebtedness. Masarap mangarap para sa ating pamilya lalo na’t walang iniisip na problema,” sabi pa ng lider ng Kamara mula sa Leyte.
Sa ilalim ng bagong batas, ang Department of Agrarian Reform (DAR) ay maglalabas ng Certificates of Condonation pabor sa ARB na isasama sa Emancipation Patent (EP) o Certificate of Land Ownership Award (CLOA) ng benepisyaryo.
Ang nakakasakop na Registry of Deeds naman ang magrerehistro ng EP, CLOA o titulo.
“For me, this is the true intent of agrarian reform, for our farmers to own the land they till and for them to cultivate it without the burden of debt. It has now become a reality for more than 600,000 of our farmers with the signing of the law,” sabi ni Romualdez.
Bukod sa pagbura sa utang ng mga magsasaka, nakapaloob din sa RA 11953 ang otomatikong pagsasama sa ARB sa Registry System for Basic Sectors in Agriculture (RSBSA) para makakuha ng suporta mula sa gobyerno ang mga ito at makapangutang ng ipampupuhunan sa pagtatanim.
Ibabalik sa ARBs ang mga lupa na binawi ng gobyerno matapos na hindi mabayaran ng magsasaka sa loob ng 30 taon.
Kabilang ang New Agrarian Emancipation Act sa 33 priority measures ng administrasyong Marcos na naaprubahan sa ikatlo at huling pagbasa ng Kamara de Representantes noong unang regular session ng 19th Congress.
