LTOPF must be scrapped

Itchie CabayanTHE license to own and possess firearms LTOPF, which was introduced during the time of Gen. Alan Purisima years ago, was made a mandatory requirement for firearms registration and firearms license renewal and had become nothing but an added burden for gun owners.

The LTOPF is a written authority granted by the PNP chief, through the Chief of Firearms and Explosive Office (FEO), to a qualified individual for him/her to own and possess a firearm in accordance with Republic Act 10591, otherwise known as the “Comprehensive Firearms and Ammunition Regulation Act.” Under the said new firearms’ law, one can only be allowed to renew a license as well as own and possess a firearm by first securing an LTOPF. In order to acquire a LTOPF, an applicant must be a Filipino citizen, at least 21 years old at the time of filing his/her written application, has gainful work, occupation, or business or has filed an Income Tax Return (ITR) for the preceding year as proof of income. Requiremenys include clearances issued by the Regional Trial Court (TRC) and Municipal/Metropolitan Trial Court (MTC) that has jurisdiction over the place where the applicant resides and/or Sandiganbayan; neuro-psychiatric clearance from the PNP Health Service; drug test and biometrics from the PNP Crime Laboratory; gun safety and responsible gun ownership seminar certificate; national police clearance; NBI clearance; NSO birth certificate; proof of latest billing; at least two valid IDs; ITR, certificate of employment, business permit, or any appropriate document as proof of income; appointment order, oath of office (for government employee); J9 clearance (for military reservists) and retirement order or appropriate documents (for retired government employee). For gun ownership, the LTOPF can already be scrapped altogether.

A gun license already carries with it the privilege to possess one’s firearm, rendering the LTOPF as just a repetition.
