PRESIDENT Marcos has transferred the Technical Education and Skills Development Authority (TESDA) to the Department of Labor and Employment (DOLE).

Described by many as “a wise move,” the transfer drew praises from workers’ groups across the country as well as officials and employees of the labor department.

The transfer of TESDA from the Department of Trade and Industry (DTI) to the DOLE was contained in Executive Oder No. 5, which President Marcos signed on September 16.

The Chief Executive from Ilocos Norte said he ordered the transfer “to rationalize the functional structures of government agencies with complementary mandates.

It is seen to promote coordination, efficiency and organizational coherence in the bureaucracy.

Established on August 25, 1994, TESDA, formerly known as the “National and Manpower Youth Council (NMYC),” was originally an attached agency of the DOLE.

In 2018, the then President Rodrigo R. Duterte transferred the supervision of TESDA to the DTI.

It is tasked to manage and supervise the government’s technical education and skills development program, which is aimed at creating an army of highly-skilled workers.

As envisioned by government officials, TESDA’s vision is to be the transformational leader in the technical education and skills development of the nation’s workforce.

Note that DOLE Secretary Bievenido “Benny” Laguesma and TESDA Director-General Danilo “Danny” Cruz used to be trusted lieutenants of the late Labor Secretary Blas F. Ople.
