PNP-CIDG agents jail Chinese nat’l, 4 ‘lawbreakers

FIVE suspected lawbreakers including a Chinese national accused of being a member of a gang kidnapping their compatriots for ransom in Metro Manila have been arrested by agents of the Philippine National Police Criminal Investigation and Detection Group this week, PNP-CIDG director, Brigadier General Romeo M. Caramat Jr. announced on Sunday.

In a report to PNP chief, General Rodolfo S. Azurin Jr., the official identified the arrested Asian national as Cui Qun, a suspected member of the ‘Zi Chinese Criminal Group’ which has gained notoriety for preying on their fellow Chinese nationals, mostly POGO and online casino workers or players in the southern part of the metropolis.

Brig. Gen. Caramat said the accused was arrested around 8:20 p.m. Thursday in front of Dynasty Real along Roxas Boulevard in Baclaran, Parañaque City by members of the CIDG National Capital Region Field Unit under Colonel Hansel M. Marantan.

A team of officers from the CIDG-NCRFU Southern Metro Manila District Field Unit arrested the suspect on the strength of a warrant for kidnapping with serious illegal detention and robbery issued by Judge Antonio Ray Ortiguera of the Las Piñas City Regional Trial Court Branch 195 on June 10 last year.

The judge recommended no bail for the temporary liberty of the accused in connection with the kidnapping with serious illegal detention case filed against him.

“We will not be biased if you are a threat to others who intend to do something illegal, whether you are a Filipino or a foreign national,” Brig. Gen. Caramat said in referring to the arrest of the Chinese national.

Also last Thursday, CIDG operatives arrested Gabriel Minted, a 19-year old suspected member of the Kuyog Sumpat Mamalu Group affiliated with the New People’s Army in South Upi, Maguindanao province.

The official said the suspect, tagged as the 8th most wanted man in Bangsamoro Autonomous Region in Muslim Mindanao was placed under arrest on the basis of a non-bailable warrant for rape issued by Judge Annabelle Piang of the Cotabato City RTC Branch 13 last November 21.

The 3rd identified as Anthony Nitre,47, a resident of Barangay Pasandalan in Lebak, Sulutan Kudarat was arrested on the strength of a warrant for statutory rape issued by Judge Judge Samina Macabando-Usman of the Isulan, Sultan Kudarat RTC Branch 19 last January 3.

The accused, tagged as the most wanted person in Lebak municipality is also facing a non-bailable offense.

Another identified as Eddie Salvador, the 6th most wanted man in Infanta, Pangasinan was arrested on the basis of a warrant for attempted parricide last Wednesday. The suspect was tracked down in his hiding place in Bgy. Calapandayan in Subic, Zambales.

Judge Vincent Lamug of the Burgos, Pangasinan RTC Branch 70 recommended no bail for the temporary liberty of the accused on November 24 last year.

The 5th identified as 57-year old Artemio Gepayo, tagged as the no. 1 most wanted person in Bohol was arrested in Tagbilaran City on Wednesday. The suspect is the subject of a warrant of arrest for vilation of Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002 issued by Judge Sisino Virtudazo of the Tagbilaran city RTC Branch 4 last Monday.
