Mayor Along boosts rehab program for PDLs to decongest jail facilities

CALOOCAN City Mayor and Caloocan Anti-Drug Abuse Council (CADAC) Chairman Dale Gonzalo “Along” Malapitan ordered its members to strengthen its partnership with the Bureau of Jail Management and Penology (BJMP) in implementing its rehabilitation program for persons deprived of liberty (PDLs) to aid in the decongestion of jail facilities.

“Strengthening our rehabilitation programs for PDLs involved in the illegal use of drugs could help in addressing our problem in jail congestion,” said Malapitan.

The council also convened recently to discuss the programs currently being implemented by the city government, which includes the continuous implementation of the “Community Assisted Rehabilitation and Research Outpatient Treatment” (CARROTS) to help clients recover from the long-term abuse of illegal drugs through counseling sessions.

“Ituloy-tuloy natin at mas palawigin pa ang rehabilitation program natin sa lungsod. Tulungan natin ang ating kapulisan sa ating laban kontra ilegal na droga at bigyan natin ng pagkakataon ang mga kababayan natin na nais magbago,” the Caloocan mayor stated.

Caloocan Anti-Drug Abuse Office (CADAO) Officer-in-Charge (OIC) Sonny Amoyo also reported that their office signed a resolution with BJMP, represented by J/Supt. Emmanuel Tolentino, regarding “Good Conduct Time Allowance” (GCTA) for PDLs. Under the said resolution, good conduct shall be rewarded with a 20-25 days reduction of the sentence depending on how well they abide by rules and regulations and the length of their sentence.

“Kung susunod sila sa patarakan sa loob ng detention, mabibigyan sila ng 20 days na bawas sa araw ng sentensya kung 1-2 years ang imprisonment, 25 days naman kung 3-5 years. Ang nais ni Mayor Along ay mapabilis ang rehabilitasyon at ang pagresolba ng mga kaso para kaagad na makabalik sa lipunan ang mga PDLs natin,” he said.

In line with this, CADAO also presented its upcoming activities, including a sports festival, medical and psychiatric evaluation, and HIV testing for its clients.
