LAND Transportation Office (LTO) chief Assistant Secretary Jay Art Tugade has resigned from his post allegedly over differences with its mother unit – the Department of Transportation (DoTr).

The resignation was confirmed yesterday by Divine Reyes through the LTO Media Communications group chat. She said it will be effective June 1.

The LTO media coordinator also posted Tugade’s statement which reads; “Even as DOTR and LTO both aim to succeed in serving the public, our methods to achieve that success differ. For this reason, I am stepping down, so Sec. Jimmy Bautista will have the free hand to choose who he can work best with.”

Tugade assumed the top LTO post last November 17. In that span of six months, the son of former DoTr Secretary (Arthur Tugade) has been able to implement policies and accomplishments to the benefit of the riding public.

Among those he accomplished include the transition from manual temporary operator’s permit (TOP) to an electronic system by using handheld devices and the online renewal options for private motor vehicle registration, streamlining the process for vehicle owners.

The LTO chief was also able to extend the initial registration period for brand new motorcycles with 200cc and below from one to three years among others.

Tugade’s resignation came as the issue of plastic license plates has yet to be resolved.
