AS well-meaning Filipinos, we cannot overemphasize the importance of bringing the government closer to the Filipino people, particularly the ordinary citizens.

Thus, there’s that need to enhance the competency of provincial, city and municipal government officials and employees not only in the metropolis but elsewhere.

That’s why we commend our congressmen for approving a proposed legislation creating human resource management offices in local government units.

Chaired by Valenzuela City Rep. Rex Gatchalian, the House committee on local government approved a substitute bill that seeks to amend Republic Act (RA) No. 7160.

Of course, RA No. 7160 is the Local Government Code (LGC) of 1991, according to PBA Party-list Rep. Margarita Ignacia Nograles, one of the proponents of the bill.

Nograles said the absence of human resource management officers in LGUs “results in a highly-politicized situation.”

At present, she said, the accountability for human resources is in the hands of the local chief executive.

The proposed Human Resource Management Office in every town, city and province is tasked to formulate a plan that will enhance personnel management processes.

Likewise, it will institutionalize central records of personnel and conduct continuing human resource development programs and other capacity-building interventions.

In the view of many, the creation of the proposed office will go a long way in improving the quality of the country’s local government officials and employees.
