BUKAS ang Kongreso na makipagtulungan sa parlyamento ng ibang bansa sa mga usapin ng magkatugmang interes, ayon kay Speaker Ferdinand Martin G. Romualdez.

“I would like to emphasize that we are very interested in establishing relations with our counterparts in other countries, through Parliamentary Friendship Associations and similar initiatives,” sabi Speaker Romualdez sa kanyang pakikipag-usap sa mga foreign diplomat na dumalo sa isinagawang briefings sa diplomatic immunity at privileges sa Maynila.

Sinabi ni Speaker Romualdez na ikalulugod nito at ng Department of Foreign Affairs (DFA) na makipagtulungan sa kanila sa larangang ito.

Ginamit din ni Speaker Romualdez ang pagkakataon upang ipahayag ang kanyang pasasalamat sa diplomatic corps na tumulong sa mga miyembro ng Kamara na bumisita sa kanilang mga bansa upang mapalakas ang pakikipag-ugnayan ng Kongreso ng Pilipinas sa parlyamento ng ibang bansa.

“Through your efforts, inter-parliamentary ties that have become dormant are once again re-kindled and the bonds of friendship are forged even stronger. For this, we thank you,” dagdag pa ni Speaker Romualdez.

Muli umanong aasa ang Kamara sa kanilang tulong para sa pagho-host ng Pilipinas ng Asia-Pacific Parliamentary Forum sa Nobyembre at ang unang BIMP-EAGA (Brunei Darussalam-Indonesia-Malaysia-Philippines East ASEAN Growth Area) Parliamentary Forum na gaganapin sa susunod na taon.

Inorganisa ng DFA at dinaluhan ng mga diplomat sa Maynila at mga tauhan ng DFA ang okasyon.

Sa kanyang talumpati, binanggit ni Speaker Romualdez ang mantra ni Pangulong Ferdinand R. Marcos Jr. na: “The Philippines is a friend to all and enemy to none.”

Aniya ang mga immunity at pribilehiyo na ibinibigay ng gobyerno sa mga diplomat ay pagpapahiwatig ng pakikipagkaibigan ng Pilipinas sa ibang bansa.

“They provide you with the necessary access and facilitation that you need to carry out your duties as envoys. More importantly, these also express, in a way, our appreciation of your countries’ grant of the same privileges and immunities to our own diplomats who are stationed abroad, pursuant to the principle of reciprocity in international relations,” sabi pa ng lider ng Kamara.

Pinuri rin ni Speaker Romualdez ang DFA sa pagsasagawa ng briefing at nagpasalamat kay DFA Secretary Enrique Manalo sa pag-imbita sa kanya.

“The world does not stand still. Bilateral relations evolve as they must, necessitating that immunities and privileges be periodically reviewed and updated to make sure that they are reflective of the current environment, and continue to serve the best interests of all parties involved,” dagdag pa ni Speaker Romualdez.
