‘HANDS OFF’
HANDS OFF dapat diumano ang Makati City sa mga Embo Schools kasunod ng ipinalabas na order ni Vice President at Education Secretary Sara Duterte.
Alinsunod dito, ilang guro mula sa mga paaralan ang nagpaabot ng kanilang report sa umano’y tangkang pagpapasok ng school supplies ng Makati sa Pitogo High School.
Ang umano’y tangkang pagpapasok ng school supplies ng Makati City ay tinanggihan ng mga guro dahil batid nitong dapat may kautusan muna mula sa DepEd.
Matatandaan na sa hangarin na maalis ang tensyon sa pagitan ng Makati at Taguig, nagpalabas ng Memorandum No 23-2023 si Vice President Sara Duterte na nag-uutos na ilagay sa direct authority ng Department of Education(DepEd) ang 14 na public schools na nasa Enlisted Men’s Barrio (EMBO) barangays.
Sa ilalim ng nasabing memorandum ang DepEd Central Office ang syang may direct supervision sa management at administration habang hindi pa natatapos ang transition plan para sa paglilipat sa Taguig City ng mga EMBO schools na kinabibilangan ng Makati Science High School,Comembo Elementary School,Rizal Elementary School,Pembo Elementary School,Benigno “Ninoy” S. Aquino High School,Tibagan High School, Fort Bonifacio Elementary School,Fort Bonifacio High School,Pitogo Elementary School,Pitogo High School,Cembo Elementary School,East Rembo Elementary School,West Rembo Elementary School at South Cembo Elementary School.
“Hence, in pursuit of protecting the best interest and welfare of our learners, teachers, and non-teaching personnel, the Office of the Secretary shall directly supervise the management and administration of all 14 schools, pending a transition plan, effective immediately,” nakasaad sa memo.
Nakapaloob din sa memo na habang nasa transition period ang lahat ng kilos ng Makati at Taguig LGU ay may pahintulot mula sa DEped Office of the Secretary.
“During the transition period, all activities to be conducted within the premises of and/or in relation to the subject public schools, including those from the Local Government Units of Makati and Taguig, shall require prior approval from the Office of the Secretary (Osec). Further, the concerned school heads shall directly report and defer to the Office of the Secretary on matters pertaining to the daily operations of the subject public schools,” ayon sa memo.
Sinabi ni DepEd Spokesman Michael Poa na kinikilala ng DepEd ang kautusan ng Korte Suprema na nagtatakda na ang EMBO schools ay nasa ilalim ng legal na hurisdiksyon ng Taguig City gayunpaman dahil sa hindi nareresolba kung sino ang nagmamay ari ng school buildings ay kailangan ng bumalangkas ng transition plan.
Kabilang sa reresolbahin ng Transition Committee ay kung sino ang magbabayad ng utilities at security ng mga paaralan gayundin ang iba pang gastusin subalit habang wala pang pinal na plano ay ang DEped ang syang aako muna ng operating expenses ng mga apektadong paaralan sa pamamagitan ng kanilang contingency plan.
Una nang sinabi ng Taguig City na suportado nito ang hakbang ng DEped para sa smooth, orderly at peaceful transition para sa administrasyon ng mga paaaralan patungo sa kanilang lungsod.
