Full devolution by 2027?

THE Philippines hopes to complete the devolution of certain specific functions of the national government (NG) to local government units (LGUs) in 2027.

By that time, LGUs across the country are seen to be ready to assume their devolved functions, according to the Department of Budget and Management (DBM).

Under the devolution program, the national government transfers power and authority to LGUs certan specific functions and responsibilities.

Late last year, the DBM submitted to President Marcos a draft executive order seeking to amend EO 138, which was issued by former President Rodrigo R. Duterte.

The draft executive order called for the extension of the transfer of functions from 2024 to 2027, a year before the six-year Marcos presidency ends on June 30, 2028.

DBM Secretary Amenah Pangandaman said the agency will be holding various capacity-building trainings and seminars to help LGUs for the devolution of functions.

Like other sectors, we share the view of Secretary Pangandaman that the country’s local government units will be ready to assume their devolved functions by 2027.

In fact, the Bureau of Local Finance (BLF), an attached agency of the Department of Finance (DOF), may give guidance on the proper use of funds.

Other agencies, like the Department of Interior and Local Government and the Development Academy of the Philippines, would also provide assistance that LGUs may need.

Without doubt, devolution, which aims to bring the decision-making process closer to the Filipino people, is seen to speed up the country’s socio-economic development.
