WITH the looming El Nino phenomenon, many Filipinos, particularly the poorest of the poor across the country, now fear the possible shortage of water in the coming days.

Of course, the fear is valid, knowing full well that even without El Nino, the shortage of potable and irrigation water worries people in some parts of the country during summer.

However, ordinary Filipinos, particularly farmers and fishermen, really find it very hard to understand why there’s water shortage in impoverished Philippines.

As an archipelago, the country is surrounded by bodies of water, notably the vast Pacific Ocean and the troubled South China Sea (SCS) in the East and West, respectively.

We, thus, commend Malacanang for ordering all national government agencies and instrumentalities to ensure the strict implementation of water conservation measures.

Reports said this is to thwart the possible shortage of water supply amid the looming El Nino phenomenon, which usually occurs in the central and eastern tropical Pacific Ocean.

El Nino is the warming of the ocean surface or above average sea surface temperature.

Malacanang’s directive is contained in Memorandum-Circular No. 22, which was signed by Executive Secretary Lucas Berasamin on June 7, by authority of President Marcos.

The executive order mandates all government offices to identify and implement “specific, quantifiable and attainable water conservation measures,” according to Bersamin.

The measures ought to result in 10 percent water volume reduction of the respective water consumption of all national government agencies and instrumentalities.

We urge said government offices and the Filipino people to do something more effective to address the anticipated water shortage in the coming days, weeks and months.
