Time to submit SALNs , gov’t agencies reminded

CIVIL Service Commission chairperson Karlo Nograles has reminded government agencies of the deadline of submission of the 2022 Statement of Assets, Liabilities, and Net Worth (SALN) which is set on June 30 this month.

Chiefs or heads of personnel or human resource management office are the ones mandated to transmit all original copies of every SALN to the appropriate repository agency under Memorandum Circular 10 s. 2006.

The list of repository agencies and the corresponding list of officers and employees whose SALNs should be filed with them are identified in CSC Memorandum Circular No. 3, s. 2015.

According to Nograles, the guidelines on the filing and submission of the SALN during exceptional circumstances, released during the height of the COVID-19 pandemic, will still apply for the 2022 SALNs.

“Recognizing that the government is still transitioning to the new normal and that several government institutions continue to adopt flexible work arrangements, CSC has allowed the electronic oath-taking, filing, and submission of 2022 SALNs,” he said.

Under the guidelines, the collated SALNs must be submitted with the proper repository agency, either in physical or electronic form.

The CSC chief said it is important to choose only one method of submission without combining both options because it ensures centralized recording and monitoring by the repository agencies for better efficiency.

Agencies opting for physical submission must comply with the existing guidelines on the filing and submission of the SALN. They should submit both the physically filed SALNs and printed copies of the electronically filed SALNs.
