Skilled workers’ registry

THE country’s barangays, through their village officials, would do well to participate in government efforts to meet the employment needs of the burgeoning population.

This, the barangay officials will do by setting up a registry of skilled workers in the community as proposed by a bill now pending consideration in the 24-member Senate.

Under the Senate bill, skilled workers shall not be limited to holders of certificates issued by the Technical Education and Skills Development Authority (TESDA).

Authored by Senator Mark A. Villar, Senate Bill (SB) No. 1910 seeks to recognize the role of barangays in promoting economic development and job creation in the country.

The barangay registry of skilled workers will serve as a database for effectively matching the workers’ skills to career opportunities, according to the proposed legislation.

In coordination with the Department of the Interior and Local Government (DILG), the barangays will establish the registry with the help of the Department of Labor and Employment (DOLE), through the Public Employment Service Offices (PESOs).

The registry will contain relevant details, including name, nature of services, skills offered and prior work experience of a skilled worker, said Senator Villar.

Before he was elected senator, Villar, son of ex-Senate President Manuel Villar and incumbent Sen. Cynthia Villar, was secretary of the Department of Public Works and Highways.

The proposed registry of skilled workers will go a long way in addressing the unemployment problem in this impoverished Southeast Asian nation of more than 110 million people.
