SPEAKER Ferdinand Martin G. Romualdez expressed confidence the convergence program inspired by President Ferdinand R. Marcos, Jr.’s vision of integrating flood control efforts with broader water management strategies would enable the country to achieve rice self-sufficiency.

The program aims to align the Department of Public Works and Highways’ (DPWH) flood control initiatives with the National Irrigation Administration’s (NIA) water conservation efforts, ensuring efficient use of the country’s water resources.

Aside from ensuring water for irrigation, the program is expected to likewise provide bulk water sources for drinking water, hydroelectric power, and aquaculture, aside from saving the lives and properties of our people during floods triggered by monsoon rains or typhoons.

“This would lead us to, I believe, rice self-sufficiency due to higher productivity before the term of the President ends in 2028. That’s the target, that’s the goal, that’s our aspiration and I believe we’re on our way to that,” Speaker Romualdez during the meeting between DPWH, NIA, and the lawmakers to discuss the program.

“Ibang klase talaga itong vision ng ating Presidente through the integration of this vision by the administrator of the NIA, implemented efficiently with the expertise of the Public Works,” added Romualdez, leader of the 300-plus strong House of Representatives.

With over P349 billion allocated for flood control in 2024, Speaker Romualdez said there is a significant opportunity to fund projects that serve multiple purposes.

He thanked Members of the House for their active interest and participation of during the meeting, saying this is essential in ensuring the program’s success.

“But of course, through your active participation, cooperation, and coordination, we can get the most bang for the buck. Talagang sulit na sulit ang pagkagamit ng pondo ng ating gobyerno,” added Speaker Romualdez, leader of the 300-strong House of Representatives.

Speaker Romualdez highlighted the collaborative nature of the initiative, stressing the need for consultation and consensus within the government, noting he convened party leaders in the House to consult them on the convergence program.

“Alam nyo naman ang estilo natin dito sa Kongreso, di tayo nag-iimpose kundi nagkukunsulta parati tayo and we try to get a consensus. And I am so, so, we are all so happy that we have all come together as a team. Tama talaga yung sinasabi ng ating Presidente, basta sama-sama, babangon tayo muli,” Speaker Romualdez said.

He said the convergence program stands as a testament to the Marcos administration’s commitment to sustainable development and resource management, promising a brighter and more resilient future for all Filipinos.
