(RPMD) recently completed an extensive nationwide evaluation, successfully identifying and announcing the “Top Performing Representatives and City Mayors.” This thorough assessment aimed to measure the effectiveness and efficiency of these elected officials in their respective roles.

Leading the list of “Top Performing District Representatives” is Martin Romualdez from Leyte, who achieved a remarkable 96.0% rating. He is followed by Sandro Marcos of Ilocos Norte with a 95.8% rating, and Kristine Singson-Meehan of Ilocos Sur, who earned a commendable 95.6%. Duke Frasco of Cebu was also recognized for his exceptional performance, securing a 95.5% rating. Notably, Toby Tiangco of Navotas City and Pablo John Garcia of Cebu each scored 95.3%. Stella Quimbo of Marikina City and Chiquiting Sagarbarria of Negros Oriental achieved a 95.2% rating, while Jolo Revilla of Cavite and Ralph Tulfo of Quezon City both scored 95.1%. Camille Villar of Las Piñas City completed this elite group with a 95.0% rating.

Additional commendations were extended to other distinguished Representatives for their significant achievements. Jay-Jay Suarez of Quezon and Marivic Co-Pilar of Quezon City, both with a 94.8% rating, were closely followed by Edu Rama of Cebu City at 94.7%, Rhea Gullas of Cebu with 94.6%, and Cindi Chan of Lapu-Lapu City scoring 94.5%. Marvin Rillo of Quezon City earned a 94.6% rating, Lolypop Ouano-Dizon of Mandaue City 94.8%, Ralph Recto of Batangas 94.5%, Oca Malapitan of Caloocan 94.4%, and Patrick Michael Vargas of Quezon City 94.3%.

Further recognition was given to Jay Khonghun of Zambales with a 92.8% rating, Ridas Robes of San Jose del Monte City at 92.5%, and both Gloria Macapal Arroyo of Pampanga and Hori Horibata of Camarines Sur at 92.1%. Jam Baronda of Iloilo City was acknowledged with 91.8%, Ando Oaminal of Misamis Occidental with 91.7%, Joey Salceda of Albay and Lordan Suan of Cagayan de Oro City both at 91.6%, and Rufus Rodriguez of Cagayan de Oro City at 91.3%.

The evaluation also placed Maricar Zamora of Davao de Oro with a 90.3% rating, and Midy Cua of Quirino at 89.8%. Tonypet Albano of Isabela and Zia Alonto Adiong of Lanao del Sur both achieved 88.9%, followed by Bai Dimple Mastura of Maguindanao del Norte with 88.7%, and Lord Allan Velasco of Marinduque at 88.3%, forming another tier of notable representatives.

Concluding the assessment, Mannix Dalipe of Zamboanga City and Loreto Acharon of General Santos City each received an 87.3% rating, Adrian Amatong of Zamboanga del Norte earned 87.1%, and Mark Go of Baguio City achieved 86.3%. In the final tier, Eric Yap of Benguet and Eddiebong Plaza of Agusan del Sur were acknowledged with 85.7%, and Ace Barbers of Surigao del Norte received an 85.3% rating.

The “Top Performing City Mayors in the Philippines.” is shared by five exemplary City Mayors, each demonstrating outstanding leadership and governance. Joy Belmonte of Quezon City leads this group with an impressive 94.08% performance score. She is joined by Eric Singson of Candon City, who secured a commendable 93.31% rating, Jeannie Sandoval of Malabon City with a 93.16% score, Jerry Treñas of Iloilo City at 93.07%, and Ipe Remollo of Dumaguete City, who achieved a 93.05% performance score.

The survey also recognized and celebrated the excellence of several other mayors. Benjamin Magalong of Baguio City achieved a 92.53% rating, with Neil Lizares of Talisay City, Negros Occidental close behind at 92.51%. Nikko Mercado of Maasin City scored 91.72%, followed by Samsam Gullas Jr. of Talisay City, Cebu at 91.54%, and Jose Carlos Cari of Baybay City at 91.51%. Additionally, Ahong Chan of Lapu-Lapu City (90.78%), Indy Oaminal of Ozamis City (90.74%), and Ross Rizal of Calamba City (89.83%) were acknowledged for their outstanding governance.

The survey further spotlighted the achievements of Eric Africa of Lipa City (89.55%), Geraldine Rosal of Legaspi City (89.41%), and Abraham Tolentino of Tagaytay City (89.22%), marking them as exemplars in their respective categories. Commendable recognition was also extended to Vilma Caluag of San Fernando City (88.53%), Alyssa Tan of Santiago City (88.36%), and Carmelo Lazatin Jr. of Angeles City (87.62%). Darel Uy of Dipolog City (87.28%), Paul Dumlao of Surigao City (86.61%), and John Dalipe of Zamboanga City (86.63%) were lauded for their significant contributions to their communities.

In a collective accolade, Ronnie Lagnada of Butuan City (86.13%), Lucilo Bayron of Puerto Princesa (85.45%), and Sebastian Duterte of Davao City (85.26%) were honored for their exemplary service. The list concluded with Marilou Morillo of Calapan City (84.72%), Jose Relampagos of Panabo City (84.55%), and Rey Uy of Tagum City (84.31%), celebrated for their impressive performances. Bruce Matabalao of Cotabato City (82.64%) and Eliordo Ogena of Koronadal City (80.28%) were recognized as beacons of dedication and progress within their communities, rounding out this distinguished group of civic leaders.

The “Top Performing Partylist Representatives in the Philippines,” highlighting their exceptional service and achievements. Yedda Romualdez and Jude Acidre of the Tingog Partylist lead with an impressive 97.5% performance score, closely followed by Alfred Delos Santos of Ang Probinsyano Partylist with a 90.8% rating. Bryan Revilla of Agimat Partylist delivered a strong performance with a 90.5% score, while Jocelyn Tulfo and Erwin Tulfo of ACT-CIS Partylist secured a commendable 90.1%. The rankings continued with notable scores from JC Abalos and Marcelino Libanan of 4Ps Partylist at 88.7%, and Bonifacio Bosita and Ramon Rodrigo of the 1RIDER Partylist achieving 87.2%. Anna Marie Villaraza-Suarez of ALONA Partylist rounds out the top performers, reflecting the significant dedication and effectiveness of these Partylist Representatives in the Philippines.

Dr. Paul Martinez, a Global Affairs Analyst and the Executive Director of RPMD, elucidated the stringent criteria employed in this noteworthy evaluation process. City Mayors underwent a comprehensive assessment based on seven critical benchmarks: service delivery, financial management, economic development, leadership and governance, environmental stewardship, social welfare initiatives, and proactive engagement with constituents. In contrast, the performance evaluation of District Representatives hinged on three main pillars: effectiveness in district representation, legislative accomplishments, and the quality of constituent services. To be considered for national recognition, candidates must first achieve the top rank in their respective regions.

The “Top Performing Representatives and City Mayors-Philippines (3rd quarter)” segment was a vital component of the “Boses ng Bayan” survey, a comprehensive nationwide initiative conducted from September 20 to 30, 2023.

This extensive survey involved 10,000 respondents, carefully selected from a large voter pool of 65 million. The survey’s methodology, characterized by a 95% confidence level and a margin of error of ±1%, highlights its reliability and the significance of its findings in gauging public opinion.
