MAJORITY of Filipinos believe that easing the restrictive economic provisions in the 1987 Constitution would facilitate the development of high-quality infrastructure, as per the findings of a recent Social Weather Stations (SWS) survey commissioned by international think tank Stratbase Institute.

In the nationwide poll conducted from March 21-25, more than half, or 57% of respondents expressed belief that charter change would lead to the “construction of quality infrastructure, such as schools, hospitals, and roads.”

By region, 64% of respondents from Metro Manila and the rest of Luzon believe in the benefits of charter change towards quality infrastructure, followed by the Visayas at 51% and Mindanao at 45%.

Additionally, more than half or 51% of the nationwide respondents also believe that there will be “more jobs for Filipinos” if the 1987 Constitution is amended.

Across the country, majority, or 62% of respondents from Metro Manila hold this view, followed by 54% from the balance of Luzon, 47% from the Visayas, and 40% from Mindanao.

Other potential benefits of amending the 1987 Constitution include “better leaders for the country” (50%), “more efficient government services” (50%), and “lower prices of basic goods and services” (46%).

The House-approved Resolution of Both Houses No. 7 aims to relax the foreign ownership rules in the education, advertising, and public utilities sectors. A counterpart measure is still under deliberation in the Senate.

These findings show a continuous trend towards public belief that employment, services and infrastructure will benefit greatly from the amendments proposed under the Resolution of Both Houses No. 7.
