Pagsusulong sa mandatory ROTC, suportado ng DND
SUPORTADO ng pamunuan ng Department of National Defense (DND) ang Kongreso sa pagsusulong na maisabatas ang pagbabalik ng mandatory Reserve Officers’ Training Course (ROTC) sa kolehiyo.
Ito ang naging pahayag nitong Sabado ni DND Secretary Carlito Galvez Jr.
“The DND fully supports and greatly appreciates the enthusiasm of our legislators led by Sen. Ronald dela Rosa in pushing for the law, and we commit to take an active part in the legislative process through our full cooperation and inputs, whenever and wherever they are needed,” pahayag ni Galvez.
Ipinaliwanag ng Kalihim na mayroon umanong panukalang konsepto ang DND, Armed Forces of the Philippines (AFP), Commission on Higher Education (CHED), at iba pang supporting agencies kung paano patakbuhin ang programa ng ROTC.
Ito aniya ay sa pamamagitan ng pagpapatupad umano ng tinatawag na “phased approach.”
“We will have pilot and simulation runs in selected universities while preparing our personnel, logistical and budgetary requirements for its full implementation,” paliwanag ni Galvez.
Aniya, mayroong anim na parte ang implementasyon ng ROTC, una ay ang preparasyon; pilot programs, simulation sa mga volunteered schools; expansion sa iba’t-ibang rehiyon; progressive implementation; evaluation and further fine tunning; at buong implimentasyon na sa lahat ng kolehiyo.
Kaugnay nito, inaasahan ng DND na aabutin ng dalawa hanggang tatlong taon ang kinakailangan ng programa para sa inisyal na implementasyon at limang taon para naman sa kabuuang implimentasyon nito.
“The DND and AFP also intend to harness the expertise of the Regional Community Defense Groups (RCDGs) of the Philippine Army, Air Reserve Centers (ARCENs) of the Philippine Air Force (PAF), and Naval Reserve Centers (NRCENs) of the Philippine Navy all over the country in managing the ROTC program,” paliwanag ni Galvez.
“We assure Senator dela Rosa and our distinguished lawmakers that we will be ready to start the program when the law is passed and it will be diligently implemented in coordination with our partner agencies and institutions, including the private sector organizations, in order to ensure its success,” dagdag pa ng Kalihim.
