ALARMED senators ganged up on Bamban, Tarlac, Mayor Alice Guo, calling her a professional and consistent liar with questionable character.

The senators also cited her alleged involvement in the raided Bamban POGO (Philippine Offshore Gaming Operations), money laundering and possible spying for a foreign government.

Senator Risa Hontiveros, chairperson of the Committee on Women, Children, Family Relations and Gender Equality, presented several documents showing that Mayor Alice Guo continue to contradict herself.

When asked about her siblings and mother, the Bamban mayor said she does not know her mother and even her siblings.

However, Hontiveros presented the birth certificates of her alleged two siblings named Siemen Leal Guo, born August 1, 1988; and Shiela Leal Guo, born January 12, 1984.

“Papaano po kayo magsasabing iniwanan kayo ng nanay niyo pagkapanganak at hindi ninyo na nakitang ang nanay niyo na kasambahay tapos nagkaroon pa kayo ng mga kapatid nuong 1988 gayundin ng 1984. Tatlo kayo. May kasunod kang mga kapatid pa at sinasabi dito sa birth certificate ng mga kapatid ninyo na kasal ang mga magulang ninyo. Nakalagay na Filipino citizens ang Papa mo na si Angelito at Mama mo na si Amelia Leal. Pero sabi ng PSA ay wala silang marriage certificate at lumalabas wala rin silang marriage certs. At bakit kaya lahat kayong magkakapatid ibat iba ang date ng marriage ng iisang nanay at tatay ninyo? Sa birth cert ninyo ay Oct. 14, 1982 and iba sa kanila?” Hontiveros asked Guo in the hearing.

The mayor admitted that her father was a Chinese citizen from Fujian, China and her mother is nowhere to be found.

“Nuong 2005 po nuong 19 yrs old na ako. Hinanap ko sa tatay ko ang mga papers ko kasi kukuha ako ng driver’s license. Ang alam ko lang kung ano sinabi ng tatay ko na biological mother ko. Ang Tatay ko may ibang partner. Hindi ko alam kung may kapatid ako sa iba. Tatlo naging kasama ng tatay ko,” Guo said and later admitted that she has siblings.

When asked to explain why her other siblings were also late registrations and how come that the marriage date of their same parents differs from one another, Guo merely answered: “Hindi po ako nag-prepare ng birth certificate nila. Tatay ko nag-confirm na may mga kapatid ako at kasambahay namin ang Nanay ko. Hindi po namin yan pinag-uusapan sa bahay namin. Ayaw ko po masaktan tatay ko. As much as possible ayokong sumagot ng hindi ko alam.”

Hontiveros contradicted the claim of Guo as she presented travel records document which prove that Mayor Alice Guo and Sheila Guo travelled four times in various countries like Osaka Japan, Singapore, Thailand, and Taipei, prompting the lady senator to ask: “Akala ko po hindi ninyo kilala mga kapatid ninyo. Bakit may travel record document kayo na magkasama? Lumabas din po na kasama ninyo sila sa ibang mga negosyo ninyo?”

Irked, Senator Raffy Tulfo, who was present in the hearing challenged Guo to a lie detector test insisting that there were so many holes in her narration.

“Halatang maraming butas ang mga nilalahad mo. Nagsisinungaling ka Mayor at may tinatago ka. Nililihis mo ang totoong isyu. Kumukuha ka ng simpatiya sa publiko at nagpapa awa ka,” said Tulfo, adding: “Inconsistent ka and you are lying to your teeth. Kaduda-duda talaga kayo. You have been living a lie!”

Hontiveros said Mayor Guo allegedly could be connected with Fujian Gang where her father was reportedly born.

“It’s the Fujian Gang,” Hontiveros revealed as she explained that the so-called group has been known for its notoriety in money laundering and allegedly were wanted in various countries like Singapore for various criminal activities.

Mayor Guo’s birth was only registered in 2015 when she was already 19 years old. She maintained that there was no hospital record of her birth because she was born inside the house through a “hilot/komadrona”. She does not remember her place of birth in the Philippines or where she lived at the time of her birth.

Guo claimed that she did not grow up with her mother. The Chinese name of her father is Jian Zhong Guo carrying a Chinese passport.

She said she was homeschooled, lived on a farm, did not go to college but failed to provide her homeschool provider and could only remember her teacher’s name as “Teacher Rubylyn.”

Her name appeared out of nowhere during the 2022 elections, ran as independent candidate but later on claimed that she was endorsed by former Mayor Jose Antonio Jon Feliciano, who was in his last term then as Bamban mayor.

Guo also denied knowing Nancy Gamo, who ran a Pogo company but later on admitted that this certain Nancy was the one who processed all her papers which was in total contradiction with her earlier statement that she was not familiar at all.

Senator Jose Jinggoy Estrada also raised doubts on the declaration of Mayor Guo and even raised the possibility that a certain mayor in Pangasinan was allegedly romantically linked to Mayor Guo and was the one running the POGO operations.

“That mayor in Pangasinan is the one managing your POGO business,” Estrada said.

Despite repeated questioning from senators, Guo caterogically denied having connections to POGOs insisting that she was never involved in any POGO operations

It was suggested by the senators that several people should also be invited which include her father Angelito Guo, the midwife, the PSA officer who processed the late registration of Mayor Guo and all her four siblings, the barangay chairman where she is conducting her business, former Bamban Mayor Feliciano who allegedly endorsed her candidacy, the Bureau of Internal Revenue, her regular pork buyers in Clark, Pampanga and all her staff as well as officials of the Anti-Money Laundering Council.

Senator Loren Legarda raised the possibility that a syndicate is in cahoots with these alleged Chinese nationals who were tampering the birth certificate of some questionable character.

Legarda said she wants to be convinced as he asked the name of the yaya and those who were with her during the time that she was growing up.

“Kasi parang scripted mga sinasabi mo. Parang memoryado mo. Parang kino-coach ka ng lawyer mo,” Legarda said.

Legarda also urged her to tell her stories but she cannot do it and said that she will have to recall first all the details, prompting Legarda to say: “Huwag tayong robot. Mukhang aaralin mo pa. I will ask more questions in the next hearing.”

Legarda insisted that some syndicates were behind giving these foreigners important documents which they are now using for various purposes and even running for a position in the government.

“It would break my heart if there is a foreigner who is pretending to be Filipino because that is national security risk,” Legarda said.

Legarda slammed the issuance of birth certificate to fake Filipinos in connivance with some PSA officials and local civil registrars officers in exchange for money.

“Nakakatakot isipin na napasok na tayo ng mga nagpapanggap ng Pilipino na gamot ang ating mga SSS, Passport, at iba pang mga ID sa gobyerno, nakabili ng ating mga lupain at later on ay tatakbo pa sa mga posisyon sa gobyerno. Lahat ng pribilehiyo na pwedeng pagsamantalahan ng mga ito,” Legarda said.

Senator Sherwin Gatchalian agreed that Filipino citizenship are for sale for some of these syndicates as he urged that all government agencies must explain in the next hearing including the participation of Relisa Ocampo, who was allegedly the person behind the facilitation of the late registration of Guo and her siblings, that will explain how they can avail of the spurious documents where they can present themselves as Filipino citizens.

PSA official Atty. Elizer Ambatali explained that they are presently conducting a thorough investigation on this matter and confirmed that they found some irregularities in various documents involving these Chinese foreigners applying for a late registrations.

It was also revealed by Atty. Ambatali that some people who were already dead were being used by these questionable applicants through the help of local registrars which he said is beyond their control already.

It was also revealed that at least 800 questionable applicants in different parts of the country are being reviewed presently and the possibility of identity theft was raised by the PSA, to which Gatchalian said must be resolved the soonest to avoid possible intrusion tht could be a threat to our national security.
