Rightsizing program

THE House of Representatives has passed on third and final reading a proposed piece of legislation that seeks to improve the delivery of government services.

This, the government, through the President of the Philippines, will do by merging, restructuring or abolishing state offices and agencies with about two million personnel.

Covered by the proposed legislation, which was approved by 292 congressmen, with three no votes and no abstention, are 187 offices and agencies.

House Bill (HB) No. 7240 authorizes the Chief Executive to rightsize the executive branch of government to eliminate redundant, duplicate and overlapping functions.

The proposed law also provides for the optional adoption of the rightsizing program by the legislature, judiciary, constitutional offices and local government units (LGUs).

The bill defines rightsizing as “the process of analyzing and designing the appropriate roles, mandates, structures, functions, sizes as well as processes of state agencies.”

We agree with the proponents of HB No. 7240 that the measure is seen to ensure effective, responsive and efficient service delivery in the government.

The bill provides that government personnel to be affected by the rightsizing program will be granted retirement benefits and separation incentives.

In his first State of the Nation Address in July 2022, President Marcos asked Congress to support his rightsizing proposal and other priority legislative measures.

As Budget Secretary Amenah Pangandaman said, the government will save a significant amount of our national budget if HB No. 7240 is enacted into law.
