NCRPO gets good rating from Nov to Dec ’23

NCRPOAFTER topping the Unit Performance Evaluation Rating (UPER) of the Philippine National Police national headquarters from November 1 to December 31, 2023, the National Capital Region Police Office (NCRPO) headed by Major General Jose Melencio C. Nartatez Jr. this year focuses its sight on maintaining its quality performance.

Records showed that from November 1 to 30, 2023, the NCRPO achieved a 98.64 percent overall rating, the highest grade given to all 17 Police Regional Offices.

Sixty percent of the UPER came from the NCRPO operations which were graded by the PNP Directorates for Operations, Investigation and Detective Management, Intelligence and Police-Community Relations.

The remaining 40 percent grade comes as a result of its administrative accomplishments, the unit’s performance scrutinized by the PNP Directorates for Logistics, Human Resource and Doctrine Development, Information Communications and Technology Management, Plans, Comptrollership and Research and Development.

During the same period, the Police Regional Office 9 in Western Mindanao headed by Brigadier Gen. Bowenn Joey M. Masauding came in 2nd with a 97.60 rating followed by the PRO4-A in Calabarzon region under Brig. Gen. Paul Kenneth T. Lucas with a 97.50 rating.

The PRO4-B came in 4th with a 97.22 rating.

The rest of the Police Regional Offices got the following performance rating: PRO3 under Brig. Gen. Jose S. Hidalgo Jr. (97.20); the PRO5 in Bicol now headed by Brig. Gen. Andre P. Dizon (97.01); the Cordillera Police Regional Office under Brig. Gen. David K. Peredo (96.98);

PRO1 in Ilocos-Pangasinan now under Brig. Gen. Lou F. Evangelista (96.82); PRO11 in Southern Mindanao under Brig. Gen. Alden B. Delvo (96.50); the PRO2 in Cagayan Valley headed by Brig. Gen. Christopher C. Birung (95.99); the PRO6 in Western Visayas under Brig. Gen. Sydney N. Villaflor (95.95); the PRO10 in Northern Mindanao headed by Brig. Gen. Ricardo G. Layug Jr. (95.79);

The PRO8 under Brig. Gen. Reynaldo H. Pawid (95.41); the PRO12 in Sossksargen region headed by Brig. Gen. Jimili L. Macaraeg (95.38); the PRO12 under Brig. Gen. Kirby John B. Kraft (95.31); the PRO7 in Central Visayas under Brig. Gen. Anthony A. Aberin (95.10); and the Police Regional Office-Bangsamoro Administrative Region headed by Brig. Gen. Allan C. Nobleza (94.00).

During the December 1 to 31, 2023 UPER, the NCRPO again came in at the top with a 98.87 rating followed by the PRO4-A with 97.54; the PRO5 with 96.94, the PRO1 with 96.92 and the PRO4-B with 96.85.

The others got the following UPER last December: PRO9 (96.84); PRO12 (96.33); PRO11 (96.33); PRO6 (96.33); PRO13 (96.32); PRO3 (96.20); PRO7 (96.09); PRO8 (95.82); PRO-Cordillera region (95.80; PRO2 (95.59); PRO-BAR (94.95) and PRO10 (94.80).

Performance evaluation or the ‘performance evaluation system’ refers to the process of measuring the performance of PNP members and units. It is focused on two (2) areas: administrative, which is 40 percent and operational, which is 60 percent.

It is conducted every six months or twice a year.

The NCRPO which has jurisdiction over the Manila, Quezon City, Northern, Southern and Eastern Police Districts has consistently topped the monthly “Unit Performance Evaluation Rating” or UPER of all 17 police regional offices nationwide through the years owing to the work of its officers and men.

The NCRPO’s performance rating zoomed in the most recent UPER nationwide tabulation result amid its operational and administrative accomplishments.

The monthly UPER parameters include gauging the implementation of discipline, law and order; conduct of recruitment and selection process; ensuring personnel morale and welfare; assuring placement and promotion; management of personnel and records; and personnel plans and policies.

A report to Gen. Acorda showed that the NCRPO sent the most number of drug personalities in Metro Manila to jail with 13,808 last year apart from accounting for more than P782 million worth of illegal drugs during the period.
