NATIONAL Capital Region Police Office (NCRPO) director Brigadier General Jose Melencio C. Nartatez Jr. on Sunday announced an ex-mayor of Dingras, Ilocos Norte wanted for murder was arrested in Calamba City Saturday.

The suspect was arrested at a resort in Real, Calamba City 10:30 a.m. Saturday.

Members of the NCRPO Regional Intelligence Division-Special Operations Group arrested the accused with the help from the Philippine Navy, the Philippine National Police Special Action Force and the Calamba City Police Station.

“This arrest was a result of an intelligence-driven operation we developed through the help of some concerned citizens,” Nartatez said.

Nartatez said the suspect is believed to be the mastermind in the killing of Ilocos Norte Electric Cooperative president Lorenzo Rey Ruiz in 1999 and the deadly attack on her rival in December 2009.

The suspect and three others were indicted in the killing of Ruiz, who was shot dead while alighting from his vehicle to attend a meeting of INEC officials.

She was also tagged as the ‘brains’ behind the ambush in Dingras which killed a barangay chairwoman and wounded eight others, including a provincial board member in 2009. Killed in the attack was Jo-en Caniete.

Wounded were Jeoffrey Saguid, Sangguniang Panlalawigan member Robert Castro, Dingras Sangguniang Bayan member Jimboy Albano, three policemen and two civilians.

“I commend the collaboration of our operating units for another positive intelligence-driven operation and implementation of a warrant of arrest against a person sought by law. This serves as a warning to all fugitives. You can hide but you cannot run from the long arms of the law,” said Nartatez.
