FORTY-SEVEN high-ranking officials of the Police Regional Office (PRO) 13, led by Brigadier General Kirby John B. Kraft, have tested negative for any illegal substance in a surprise drug test, the Journal Group learned yesterday.

The Regional Forensic Unit 13 released the result of the test conducted on the urine specimen of the 47 police officials on Thursday.

All urine samples were negative for tetrahydrocannabinol and methamphetamine, both dangerous drug metabolites that are known as marijuana and shabu.

Kraft led his men in submitting their urine sample last Tuesday.

Apart from him, members of the Caraga or PRO-13 Command Group, Regional Staff and the chiefs of the different Regional Support Units underwent the test during their command conference.

Kraft clarified that PRO-13 is committed to upholding the law and that includes zero-tolerance when it comes to illegal drugs.

“Our duty is to enforce the law, not to break it. It is important that our unit commanders serve as exemplary role models and guardians of peace. We will not tolerate any actions that undermine the integrity of our police force,” he added.

Under Section 36, Article 3 of Republic Act 9165, otherwise known as the Comprehensive Dangerous Drugs Act of 2002, random drug tests must be done on officers and employers at random intervals without prior notice.

A confirmatory test will be conducted for employees who test positive during the initial screening test.
