Limay constructs P400M bypass road, develops coastal park

LIMAY, BATAAN – The administration of Mayor Nelson David and Vice Mayor Richie Jayson David are implementing the construction of a bypass road that will decongest the town and develop its coastal park to further attract tourists.

Mayor David who said the construction of the twin projects is in full swing.

Vice Mayor David expressed optimism that the bypass road and reclamation projects outweigh the negative issues being raised against them, saying these are above-board and underwent due process.

“The implementation of said projects was a result of a collective decisions by the administration together with our engineering department who carefully studied it before we initiated it,” said Mayor David.

Vice Mayor David said that although he and his father, Mayor David, respect the personal opinions and observations of their other constituents “ the residents themselves and the thousands of motorists will benefit from the projects.”

The Davids’ action came in the wake of a complaint filed by a Limay resident who filed an administrative case against the municipal council for allegedly failing to inform the community about a road project that used bottom ash expelled by a coal-fired power plant as backfilling material.

The father and son tandem pointed out that their administration had conducted a public hearing to let the people be aware of the projects, saying the complainant might just have not attended the hearing or was not informed about it.

A town mayor who served for more than 20 years, Mayor David said that they know what they are doing and are not new when it comes off to the requirements in implementing infrastructure projects.

“We secured an environmenal clearance certificate (ECC) from the DENR and produced all the required documents before we started the projects’s construction. Being a contractor myself, I know what are the documents that needed before a project will be implemented,” said vice mayor.

Vice Mayor David added that the DENR’s EMB gave the nod after conducting a study on it, saying the ECC given to them emphasizes how to protect the area being affected the projects.
