CEBU Pacific announced that starting February 1, (Tuesday) fully-vaccinated returning Filipinos and foreign nationals with valid and existing visas, regardless of origin, shall be allowed to enter the Philippines and are no longer required to undergo facility-based quarantine upon arrival, provided that they can present a negative RT-PCR test result taken forty-eight (48) hours before arrival.

Beginning February 10, 2022, fully-vaccinated foreign nationals traveling for leisure from select countries will be allowed to enter without a visa for a stay not exceeding 30 days, and will no longer be required to quarantine upon arrival. These include Australia, Brunei, Indonesia, Japan, Malaysia, Singapore, South Korea, Thailand, United Arab Emirates, and Vietnam.

Effective February 16, 2022, other foreign nationals from all other countries will also be allowed to enter the Philippines with additional guidelines and requirements, including full vaccination.

There are some exemptions to these guidelines, specifically: Minors below 18 years of age are exempted from the requirements of full vaccination and presenting proof of vaccination status before boarding; children below 12 years old who cannot be vaccinated shall follow the quarantine protocols of the parents/accompanying adults; and children three (3) years of age and below are exempted from the RT-PCR test requirement unless the minor is symptomatic.

The Inter-Agency Task Force (IATF) on Emerging Infectious Diseases announced on January 28 the new set of guidelines for international arriving passengers.

Classification of countries/territories/jurisdictions as “Green,” “Yellow,” and “Red” are temporarily suspended, and international arriving passengers will be required to undergo quarantine and testing protocols depending on their vaccination status below:

Fully vaccinated passengers are not required to undergo facility-based quarantine and must do only self-monitoring for 7 days.

For unvaccinated, partially vaccinated, and unverifiable vaccination status – required to undergo facility-based quarantine until the release of a negative RT-PCR test result taken on the 5th day and home quarantine until the 14th day from arrival.

“We welcome this development as we believe this will pave the way for the travel and tourism industry to recover. Safety remains our topmost priority and we will continue to work with stakeholders to ensure the implementation of this new protocol,” said Candice Iyog, Vice President for Marketing & Customer Experience.

An individual is considered to have been fully vaccinated for COVID-19 if the following conditions are met: It has been at least two (2) weeks since the second dose in a 2-dose series or after receiving a single-dose vaccine, the vaccine administered is included in the Philippine Food and Drug Administration’s Emergency Use Authorization (EUA) list or a Compassionate Special Permit (CSP) or Emergency Use Listing of the World Health Organization.

For purposes of verification, passengers must present the following – World Health Organization International Certificates of Vaccination and Prophylaxis, VaxCertPH, or national/state digital certificate of a foreign government that has accepted VaxCertPH under a reciprocal arrangement.

Passengers must register for One Health Pass and save the unique transaction number once registration is complete. This number is needed to fill up the electronic Health Declaration Certificate (e-HDC) on the same link. Upon completion, each passenger will be issued a personal QR code. This must be presented upon check-in for the flight and upon arrival in the Philippines.

Passengers who are unvaccinated, partially vaccinated, or with unverifiable vaccination status must also have a confirmed booking at a BOQ-accredited quarantine hotel.
