ALINSUNOD sa priority programs ni Customs Commissioner Bienvenido Y. Rubio, sinusugan ng Bureau of Customs (BOC) ang ARISE Plus Philippines Project upang mas mapaganda ang implementasyon ng Customs Modernization and Tariff Act (CMTA) at World Trade Organization (WTO)-Trade Facilitation Agreement (TFA).

Layunin ng pagsasama ng ARISE project na maipagpatuloy ang digitalization ng mga proseso ng BOC at maging madali ang paraan ng ligtas na pangangalakal sa bansa.

Naging sentro ng talakayan ang Integrated Risk Management (IRM), Authorized Economic Operator (AEO), E-commerce clearance, pagbubuwis at operasyon ng Philippine Trade Facilitation Committee (PTFC).

Bukod sa BOC, kasama sa ARISE Plus Project ang Department of Trade and Industry (DTI), Department of Agriculture (DA), Food and Drug Administration (FDA), Department of Science and Technology (DOST), at pribadong sektor.

Pinopondohan ito ng European Union (EU) at ang International Trade Centre (ITC) ang nagsisilbing technical agency ng proyekto.

Mula Marso 2023 hanggang Pebrero 2024 ay ipatutupad ang Year 3 ng ARISE Project.
