Archipelagic Sea Lanes Bill aprub sa Senate maritime committee
BUMUO si Senador Francis “Tol” Tolentino ng technical working group (TWG) upang maisaayos ang consolidated bills na nagtatalaga ng archipelagic sea lanes (ASLs) sa Pilipinas.
Sa ilalim ng United Nation Convention on the Law of the Sea (UNCLOS), ang isang archipelagic state tulad ng Pilipinas ay maaaring magtalaga ng ASL para sa tuloy-tuloy at mabilis na pagdaan ng mga dayuhang barko at sasakyang panghimpapawid sa archipelagic waters at katabing territorial sea.
Ang TWG na binuo ni Tolentino, chairman ng Senate Special Committee on Maritime and Admiralty Zones, ay kabibilangan ng Department of Foreign Affairs (DFA), Department of Justice (DOJ), National Security Council (NSC), National Mapping and Resource Information Authority (NAMRIA), at Philippine Coast Guard (PCG).
“It’s about time to move forward especially with the current geopolitical climate— to form a TWG that would consolidate all the six measures including the House Bill calling for the adoption of the ASL,” sabi ni Sen. Tolentino sa deliberasyon ng panel sa mga panukalang batas.
Samantala, inihayag naman ni Philippine Ambassador to the United Kingdom Teodoro Locsin, siya ring Philippine Permanent Representative sa International Maritime Organization (IMO), ang pangangailangan ng ASL Law.
“We are [one of] the only two serious archipelagos on the planet. As sprawling archipelagos, we are most vulnerable in this particular aspect; our major islands are the sizes of many countries; the waterways between them offer wide approaches. We can be taken piecemeal,” ang sabi ni Locsin.
Habang ipinaliwanag ng Ambassador na magtatagal para sa IMO na pagtibayin ang panukala ng Pilipinas para sa ASL, nagpahayag siya ng malakas na suporta sa kagyat na pagsisimula nito.
Ang mga panukalang ASL na napapailalim sa refinement ng TWG ay nagmumungkahi ng tatlong ASL, ang Philippine Sea Balintang Channel WPS, Celebes Sea Sibutu Passage-Sulu Sea Cuyo East Pass Mindoro Strait WPS at Celebes-Sea Basilan Strait Sulu Sea-Nasubata Channel Balabac Strait.
Ilang eksperto mula sa iba’t ibang ahensya at akademya ay kolektibong nagpaalala sa komite na obserbahan ang tamang proseso sa pagsusulong ng ASL.
Sinabi ni Tolentino na ang inaasahang output ng TWG ay kabibilangan ng probisyon kung saan ang Pangulo, ay bibigyan ng awtoridad na magtalaga ng mga ASL.
Sinabi ng Maritime Panel chairman na ang final measure na isusumite sa Senate plenary ay matatapos sa Marso, bago ang Semana Santa.
