Who is Maj. Gen. Emmanuel Peralta?

PeraltaMaj. Gen. Emmanuel Baloloy Peralta’s name has been mentioned as one of the strongest contenders to replace outgoing Philippine National Police (PNP) chief General Benjamin C. Acorda Jr.

Peralta, the PNP Chief Directorial Staff of PNP-TCDS, the PNP’s 4th highest official, is known for his being outspoken and candid in stating his opinions even if they are critical or controversial.

The official should have been already promoted to the rank of Lieutenant General since he has occupied the 4th highest PNP position since last May 8.

However, the promotion issue raised by the National Police Commission (Napolcom) had become a big problem of Peralta, who marked his 55th birthday last August 24.

Thus, Peralta remained a 2-star general six months after he became the PNP-TCDS.

As the PNP-TCDS, Maj. Gen. Peralta supervises and synchronizes the functions of the PNP Directorial Staff Offices in support of the operations of the 17 Police Regional Offices and the different National Operational Support Units.

Compared to a corporate structure, the PNP chief is the President and Chief Executive Officer of the organization, the PNP Deputy Chief for Administration in the person of Lieutenant Gen. Rhodel O. Sermonia and PNP Deputy Chief for Operations, Lt. Gen. John Michael F. Dubria are the Senior Vice President and Chief Operating Office, respectively, while the PNP-TCDS is the General Manager.

An avid tennis enthusiast, Maj. Gen. Peralta became the Police Regional Office 1 director in Ilocos-Pangasinan region on February 2, 2021 and served in the regional office for a year.

He has been described by his peers and colleagues as a ‘selfless leader who consistently works for the best interest of the PNP as an organization and the well-being of its members.”

“A leader who is firm in instilling discipline and ensuring command responsibility at all levels, making him well-suited for his present designation,” says an introduction spiel for the official.

As PNP-TCDS, Maj. Gen. Peralta is 4th in command in the PNP and is responsible for providing strategic guidance to unify the efforts of the 11 PNP Directorates towards the accomplishment of Gen. Acorda’s 5-Focused Agenda.

Before joining the PNP Command Group, he has served in different leadership capacities, the last of which was as PNP Director for Operations.

As head of the PNP Directorate for Operations, he formulated operational strategies in crime prevention drawing from his extensive experience on the grounds of Mindanao.

Notably, he also served as Police Regional Office (PRO)-1 director and was once the Southern Police District director who supervised all police operations in Pasay, Makati, Parañaque, Las Piñas, Muntinlupa, Taguig and Pateros.

He was once the Officer-in-Charge of the PNP Directorate for Information and Communications Management, a Deputy Commander of the Area Police Command-Southern Luzon and a Deputy Director of the PNP Directorate for Human Resource and Doctrine Development.

He also once commanded the North Cotabato, Sultan Kudarat and Saranggani Police Provincial Offices and was previously a Cotabato City Police Office director.

He was once a chief of the Regional Finance Offices 10, 11 and 12 in Mindanao region, and a former chief of the Regional Investigation and Detective Management Office of the Cordillera Police Regional Office.

Maj. Gen. Peralta also became a Senior Executive Assistant of former PNP chief General Archie Francisco F. Gamboa and a Deputy Director of the PNP Communications and Electronics Service.
