Servo’s move on digitalization of council records backed

VICE Mayor and Manila City Council Presiding Office Yul Servo Nieto sought the support of the members of the city council for the resolution he filed designed to facilitate accessibility to the Council’s legislative records.

Nieto even went to the floor after a grueling day of work last March 28 when the 12th City Council of Manila passed 30 Resolutions in only one session, its most productive session so far, to seek the support of the council members for the resolution he filed

Under the resolution filed by VM Servo, members of the council were authorized to create a technical working group that will provide administrative and technical support to the Committee on Information Technology in carrying out the digitalization of ordinances, resolutions, and other legislative records of the council.

“Whereas, digitalization is, moreover, in keeping with the intent and spirit of the 1987 Constitution, which makes it a policy of the State to make a full public disclosure of all transactions involving public interest (Section 28, Article II), and guarantees the people’s right to information on matters of public concern, subject to reasonable conditions prescribed by law (Section 7, Article III),” the resolution read.

The Vice Mayor said the digitalization of the Council’s legislative records, beginning with the resolutions passed by the early Municipal Boards up to the 12th City Council, will help facilitate easy access to information since all these will be posted on the council’s website.

Members of the City Council who unanimously supported Nieto’s Resolution on the floor expressed optimism on the project, saying it will facilitate transparency and easier access to the Council’s legislative records.

Among them were Councilors Jaybee Hizon, DJ Bagatsing, Ricky Boy Isip, Mon Yupangco, Apple Nieto, Irma Alfonso, Nino De La Cruz, Pamela Fuguso and Tol Zarcal.
