IT is certainly reassuring to know that the proposed P5.268-trillion national budget for 2023 will be adequately reviewed and scrutinized by members of the House of Representatives.

In fact, the House leadership, headed by Speaker Martin G. Romualdez, is committed to ensure that the best interest of the Filipino people, particularly the poor, is protected.

This week, the congressmen, district and party-list, start their plehary debates on the proposed 2023 National Expenditure Program (NEP) of President Marcos’ administration.

Last Friday, the powerful House appropriations panel, chaired by Rep. Elizalde Co, concluded briefings on the NEP, enabling the solons to begin plenary debates on September 20.

However, House Majority Leader Jose Dalipe assured the “judicious but swift approval” of next year’s national budget.

In the view of various quarters, including the ordinary citizens, the well-meaning House leadership will never allow any manipulation to favor certain groups or individuals.

“At naniniwala tayo na dadaan sa close scrutinity ang panukalang 2023 National Expenditure Program ng gobyerno,” according to a newly-retired government employee.

Of course, the House leadership will allow any congressman to propose individual or committee amendments.

That’s why, we, like other Filipinos, call on our legislators to participate in the floor debates to ensure the judicious allocation of next year’s P5.268- trillion national budget.

The leadership of the Lower House of Congress should be commended for its determination to ensure the judicious but swift passage of the 2023 General Appropriations Bill.
