SAYING that “our last name is the Philippine National Police,” PNP chief General Rommel Francisco D. Marbil yesterday called on all officers and men of the 232,000-strong force to uphold the highest standard of integrity and accountability in their service to the country.

“When we entered the service, our last name became our first name — and our last name is the Philippine National Police,” the top cop said in a compelling reminder he made to his men during their flag-raising ceremony at Camp Crame.

“Every action we take reflects not only on ourselves but on the entire organization,” he stressed.

Gen. Marbil underscored that a single act of misconduct by one officer could tarnish the reputation of the entire police force and erode the public’s trust.

“Kapag may isang nagkakamali, buong PNP ang naaapektuhan. Nasisira ang tiwala ng tao,” he said.

Thus, he encouraged all PNP members to guard the dignity of the uniform and to take proactive steps in correcting their peers before mistakes escalate.

“Let us take care of our uniform. Let us police our own ranks. Remind those who err before it becomes too late,” he added, noting that the uniform symbolizes not just authority, but public trust,” he said.

Gen. Marbil made his message in the aftermath of the relief of the Eastern Police District (EPD) director and the entire EPD District Special Operations Unit (DSOU) following allegations of extortion and misconduct in the arrest of two Chinese nationals in Las Piñas City.

Eight members of the EPD-DSOU, according to National Capital Region Police Office director, Major Gen. Anthony A. Aberin are now locked up at the Las Piñas City Police station jail after being inquested for illegal arrest, kidnapping, serious illegal detention and robbery before the Department of Justice last Saturday.

All have been stripped of their PNP-issued firearms. The EPD-DSOU chief was also included in the complaint sheet. The mobile phones of the accused policemen were also confiscated and are being subjected to a digital forensic examination as part of the ongoing investigation into the irregularities they purportedly committed, Maj. Gen. Aberin said.

“Sayang. Kung sana napagsabihan natin, inalagaan natin ang ating tao, kung niremind natin sila sa mga pagkakamali nila, sana hindi nangyari ‘yon,” Gen. Marbil lamented, stressing the vital role of leadership, supervision, and mentoring.

Reaffirming the principle of command responsibility, the PNP chief reminded all Unit Chiefs and Field Commanders of their duty to lead by example.

“Kayo ang tatay ng inyong mga opisina. Make sure na lahat ng ginagawa ng inyong mga tauhan ay tama. There will be no second chances for those who commit grave mistakes,” he warned.

As the May 12, 2025 National and Local Elections draw closer, the PNP chief l also reminded all PNP personnel to remain apolitical and fair.

“Public office is a public trust. Panatilihin nating may tiwala ang taumbayan sa atin. Kapag lumabas sila ng bahay o natutulog sila sa gabi, maramdaman nila na ligtas sila.”

“I challenge everyone — let us bring back the dignity of our uniform. This is the only gift we can truly offer to our country: a PNP that the public can trust,” he said.

An NCRPO investigation showed that the accused policemen went to an exclusive subdivision at Barangay Almanza Dos, Las Pinas City around 1:42 p.m. last Wednesday in the guise of serving a warrant of arrest against two Chinese nationals.

However, the Metro Manila police chief said they discovered that the said operation was marred with several operational violations such as improper and questionable coordination with the Las Pinas City Police Station, lack of operational clearance, no Police-Commissioned Officer leading the operation and non-compliance with the use of Body-Worn Cameras, heavily tainting the integrity and legitimacy of their supposed mission.

Maj. Gen. Aberin said they also found out that the Chinese nationals arrested were not the ones indicated in the Warrants of Arrest carried by the eight.

Further, he said that solid and reliable evidence were uncovered that the involved police officers intentionally shut down the residence’ CCTV system, forcibly opened a vault and took away large amounts of money in peso, US Dollars and Malaysian Ringgit.

Expensive jewelry pieces, gadgets and other personal belongings were also allegedly taken by the suspects.
