LEDAC bills na target tapusin sa Hunyo, natapos na ng Kamara

INIULAT ni Speaker Ferdinand Martin G. Romualdez na natapos na ng Kamara de Representantes ang lahat ng 19 na panukalang batas na target ng Legislative-Executive Development Advisory Council (LEDAC) na tapusin hanggang sa Hunyo 2024.

Ayon kay Speaker Romualdez, natapos ng Kamara ang mga panukala ng mas maaga ng tatlong buwan sa itinakdang panahon.

Kasabay nito, muling inulit ni Speaker Romualdez na nakasuporta ang Kamara sa pagnanais ni Pangulong Ferdinand R. Marcos Jr. na mapabuti ang kalagayan ng mga Pilipino.

“Mr. President, rest assured that you will have our continued support in our goal for a brighter, better Philippines for our countrymen,” ani Speaker Romualdez, lider ng Kamara na may mahigit 300 miyembro.

Sa kanyang ulat sa pagpupulong ng LEDAC nitong Martes ng umaga sa Malacañang, sinabi ni Speaker Romualdez na natapos ng Kamara ang 19 na LEDAC bills.

“Mr. President, we have done our homework and all the 19 measures re-prioritized for target by June 2024 have been approved on the third and final reading by the House of Representatives,” sabi pa ni Romualdez.

Kabilang sa 19 na panukala ang: Philippine Ecosystem and Natural Capital Accounting System; Negros Island Region; Philippine Maritime Zones Act; Amendments to the Anti-Agricultural Smuggling Act; Philippine Defense Industry Development Act (PDIDA)/Self-Reliant Defense Posture Act; Valuation Reform Bill;

Waste-to-Energy Bill; Instituting a National Citizens Service Training (NCST) Program; E-Government/E-Governance Act; Anti-Financial Accounts Scamming Act (AFASA); Enabling Law for the Natural Gas Industry; VAT on Digital Services; Open Access in Data Transmission Act;

Military and Uniformed Personnel Reform Bill; Blue Economy Act; Amendments to the Government Procurement Reform Act; Department of Water Resources and Services; Academic Recovery and Accessible Learning (ARAL) Program Act; at CREATE MORE.

“This clearly shows that this present House of the People is a proactive chamber that caters and listens to the needs of the people passing needed legislation attuned to the Philippine Development Plan and the 8-point Socio-Economic Agenda under the Medium-Term Fiscal Framework (MTFF) of His Excellency PBBM,” sabi ni Speaker Romualdez.

Dagdag pa ni Speaker Romualdez na tatlong panukala na lamang sa kabuuang 59 panukala na tinukoy ng LEDAC ang hindi pa naipapasa ng Kamara.

“I am honored to report that the House of Representatives is working hard towards realizing the common legislative agenda of the executive and legislative branches,” wika pa ni Romualdez.

Tinukoy nito na noong Setyembre 27, 2023, 20 sa panukala na target ipasa ng Disyembre 2023 ay napagtibay na ng Kamara.

Katunayan, 10 umano sa 20 panukala ang natapos na ng Kamara noon pang 2022.

Ito ang Internet Transactions Act, Public-Private Partnership Act, Ease of Paying Taxes, New Philippine Passport Act, Centers for Disease Prevention and Control, HEART Act, Virology and Vaccine Institute of the Philippines, NCST Program Act, Valuation Reform, at Waste Treatment Technology Act.

Sa 20 panukala, pito ang nalagdaan ng Pangulo at ganap ng batas.

Kasalukuyan namang nakasalang aniya sa bicameral conference committee ang tatlo sa mga ito: ang amyenda sa Anti-Agricultural Smuggling Act, Magna Carta for Seafarers, at Valuation Reform Act.

Ang nalalabing mga panukala na inaprubahan ng Kamara sa ikatlong pagbasa ay naisumite na nila sa Senado.

Kumpleto na rin sa panig ng Kamara ang lahat ng 17 priority measures na binanggit ng Pangulo sa kanyang State of the Nation Address (SONA) Hulyo ng nakaraang taon.

“Truly, this is a testament to the zeal and commitment of the members of the House of Representatives in passing our common legislative agenda,” ayon sa Speaker.

“I am very much honored to be at the helm of a House of Representatives that is as dedicated and hardworking as the 19th Congress,” dagdag pa ni Romualdez.
