Gov’t agencies urged to promote state workers’ mental health

CIVIL Service Commission (CSC) chairperson Karlo Nograles reminded government agency heads and officials the need to promote the mental health of the 1.9 million state workers saying that the quality of public service delivered to stakeholders depends largely on their physical and mental conditions.

According to Nograles, championing dynamic and resilient government workers does not entail changes in policies and processes alone but also recognizes the varying capacities, capabilities and unseen struggles that affect every civil servant’s well-being and productivity.

As the country celebrates Mental Health Awareness Month, Nograles also urged agencies to further promote employees’ well-being by organizing team building activities, sports festivals, support groups, and even virtual events.

This approach was highlighted during the month-long celebration of the 123rd Philippine Civil Service Anniversary (PCSA).

“Even though Mental Health Awareness Month is celebrated only every October, promoting mental health must be a year-round commitment. It is anchored in our mission to safeguard our employees’ mental and physical well-being as they serve as the foundation of a resilient bureaucracy,” Nograles stressed.

He noted that the CSC, as the central human resource (HR) agency of the Philippine government, is constantly striving to provide transformative HR and organizational development programs and policies to guide agencies in fostering a healthy workplace.

Under CSC Resolution 1901265, government agencies are directed to establish and implement a Mental Health Program (MHP) integrated into their respective HR development and management policies and programs to provide an inclusive, conducive, and supportive work environment for public officials and employees.

MHP shall also address the stigma on mental health and provide appropriate psychosocial support and treatment for employees with mental health conditions, as mandated under Republic Act No. 11036 or the Mental Health Act of 2018.
